<br />- <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />-;n.pri 12"5; 1979 <br /> <br />Adjourned meeting from April 23, 1979, of the City Council of the City of <br />Eugene, Oregon, was called to order by His Honor Mayor Gus Keller, April 25, <br />1979, Council Chamber, 11:45 a.m., with the following Councilors present: <br />Betty Smith, Eric Haws, Scott Lieuallen, Brian Obie, Gretchen Miller, and Emily <br />Schue. Councilors D.W. Hamel and Jack Delay were absent. <br /> <br />I. Items from Mayor and Council <br /> <br />A. Request for Auditing Firm Cost Estimate Comparison--Mr. Obie recalled <br />the rather exhausting process of changing to a new auditing firm last <br />year. He asked staff to prepare figures showing a cost comparison of <br />City Auditor's estimates compared to the City's final figures. He <br />would like to see this comparison shown with the previous year's <br />figures. <br /> <br />- <br /> <br />B. Transfer of Jail to County--Manager introduced the issue of the <br />City's selling its jail half-ownership to the County. The County is in <br />the process of remodeling the jail. The bids must be acted upon in a <br />day or two, he said. Under the current agreement, the County must <br />receive the City's approval. It is a double taxation because the <br />Eugene citizen contributes both to the City's half and to the County's <br />half. After four years, the City and the County have agreed to turn <br />over entire ownership of the jail to the County. A memo from the City <br />Attorney and a draft letter to the County were distributed. <br /> <br />Mr. Long explained the agreement that will be presented to the County <br />as well. He noted that the last time this issue was before the <br />Council, the County asked them to consent to remodeling and paying <br />half the cost of that remodeling or arbitrate the question. The City <br />felt that the County should assume ownership and house City prisoners <br />at reasonable rates. Mr. Long recommended to the Council a form of <br />agreement that has been considered at City and County staff level and <br />will go to the County Commissioners on April 25, 1979. It involves a <br />cash purchase by the County taking into account some participation on <br />the City's part of remodeling. At a minimum the City would receive <br />$74,417 not later than October 1, 1979. Because valuation of the jail <br />was difficult, they agreed on the City's share being valued at $130,000. <br />Subtracting the "share" of the remodeling they arrived at a figure <br />of $74,417. <br /> <br />Ms. Smith moved, seconded by tk. Lieuallen, that the Council <br />approve the contract in concept and authorize City Manager to sign <br />appropriate forms of the contract.
