<br />- <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />May 16, 1979 <br /> <br />Adjourned meeting from May 14, 1979, of the City Council of the City of <br />Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at 11:45 a.m., <br />Council Chamber, with the following Councilors present: Jack Delay~ D. W. Hamel, <br />Eric Haws, Scott Lieuallen, Gretchen Miller, Brian Obie, and Emily Schue. <br />Councilor Betty Smith was absent. <br /> <br />I. ITEMS FROM MAYOR AND COUNCIL <br /> <br />A. Lane Council of Governments Study <br /> <br />Ms. Schue told the Council that the rough draft of the L-COG Study <br />commissioned by the Board has been presented and will soon be completed. <br /> <br />B. <br /> <br />Request to Reconsider Systems Development Tax Exemption <br /> <br />Mr. Obie noted that the Easter Seal School had asked the Council for <br />an exemption from the Systems Development Tax for the new therapy <br />pool. He asked for staff recommendations for a pOSitive way to handle <br />this request. Manager noted that preliminary work by the legal staff <br />had indicated that it could not be exempted. He asked if the Ordinance <br />could be amended to deal with this situation. Manager said that they <br />would re-study the issue. <br /> <br />e <br /> <br />C. <br /> <br />Economic Development Application <br /> <br />Mayor noted that the Economic Development applications are coming <br />in. Not all positions are filled at this time. It is hoped that, <br />by the end of the month, responses will be back and the review <br />process will begin. <br /> <br />D. Tri-Agency Dog Control Meeting <br /> <br />Mayor met with the Mayor of Springfield and the County Commission <br />Chairman and staff last week. There will be a proposal from the <br />Director of Tri-Agency Dog Control in two weeks. <br /> <br />E. Youth Commission Appointments <br /> <br />Manager noted that because of more than three absences in a 12-month <br />period Pam Maillet and Tim Chase will be replaced by alternate <br />Sally Reidy, 2207 Harris, and Dorothy Ford, 3846 Peppertree Drive, <br />to fill the respective unexpired terms. <br /> <br />- <br /> <br />Mr. Delay moved, seconded by Mr. Hamel, to appoint Sally Reidy to <br />fill an unexpired term ending January 1, 1982, and Dorothy Ford to <br />fill the unexpired term ending January 1, 1980.
