<br />. <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />May 23, 1979 <br /> <br />Adjourned meeting from May 21, 1979, of the City Council of the City of Eugene, <br />Oregon, was called to order by Council President Jack Delay at 11:50 a.m., <br />Council Chambers, with the following Councilors present: Betty Smith, Scott <br />Lieuallen, Eric Haws, D.W. Hamel, Brian Obie, Gretchen Miller, and Emily Schue. <br />Mayor Gus Keller was absent. <br /> <br />I. ITEMS FROM MEMBERS OF THE COUNCIL <br /> <br />. <br /> <br />e <br /> <br />A. Systems Development Tax Exemptions <br /> <br />Mr. Obie indicated he would make a motion in regard to the Sytems <br />Development Tax at the next meeting. Manager noted the memo distri- <br />buted and indicated this item would be discussed under announcements. <br /> <br />B. <br /> <br />Request for Report on Building Permit System in the Whiteaker <br />Neighborhood <br /> <br />Mr. Hamel said that people in the Whiteaker Neighborhood had been <br />working very hard on the historic part of the area around Skinner <br />Butte. It was their understanding that before building permits were <br />issued they would go before the Historic Review Board. The neighbor- <br />hood feels that when an ordinance is passed it should become effective <br />immediately. Mr. Hamel asked that consideration of this problem be <br />put on the agenda for next Wednesday and that the public be able to <br />testify. Mr. Lieuallen asked staff for an answer to the process being <br />followed. Manager said the City had received the letter and the <br />Public Works Department is pursuing t"e matter. A report will be <br />brought to the Council next Wednesday. <br /> <br />Resolution Commending Verner J. Adkison and Extending Sympathy to His <br />Family <br /> <br />Res. No. 3157--Commending Verner J. Adkison and Extending Sympathy to <br />his family was read by number and title. <br /> <br />C. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to approve the resolu- <br />tion commending Verner J. Adkison and extending sympathy to his <br />family. <br /> <br />Mr. Delay said this had been a tremendous loss to the community as <br />well as to his family. In his duties as elected official serving on <br />the Board of Directors of the Lane Regional Air Pollution Authority, <br />he had gotten to know Vernis work.
