, M I NUT E S ~ - EUGENE CITY COUNCIL June 13, 1979 Adjourned meeting from June 11, 1979, of the City Council of the City of Eugene, Oregon, was called to order by His Honor Mayor Gus Keller, June 13, 1979, 12 p.m., Council Chambers, with the following Councilors present: Jack Delay, Betty Smith, Eric Haws, Brian Obie, Gretchen Miller, Emily Schue, Scott Lieuallen, and D.W. Hamel. I. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA AJUSTMENTS A. LRAPA Appointment Mayor Keller said that there is an additional appointment to make to the Lane Regional Air Pollution Authority, from the Council. Council members are to contact the Mayor, if interested. B. Budget Reports Mr. Obie said that the Minority Committee of the Budget Committee may provide recommendations to the Budget Committee and Council regardless of what happens to the budget at the June 26 election. A statement from the Minority Committee advocates a thorough examination and -- discus$ion of the proposed budget for the upcoming year. The letter concluded that, "Tax relief must be true relief." Letter signed by Obie, Smith, Hamel, Joe Soderberg, Boyd Engelcke, and Jack Pyle. Manager distributed tabulation of operating levy versus Civic Center debt servi ce. C. East Skinner Butte Litigation Manager said that the litigation on the East Skinner Butte area is concluded at the moment, but that any discussion should be done in an executive session following this meeting. Ms. Smith moved, seconded by Mr. Haws, that the Council hold an executive session pursuant to ORS 192.660(2)(d) to consult with counsel concerning the legal rights and duties of a public body with regard to current litigation. Motion carried, all Councilors present voting aye, except Mr. Hamel voting no. II. ROUTINE ITEMS FOR COUNCIL APPROVAL A. Council Minutes, May 21, 23, 29, and 30, 1979 Mr. Delay moved, seconded by Ms. Smith, to approve the Council minutes of May 21, 23, 29, and 30, 1979.
