<br />.. . <br /> MINUTES <br />e EUGENE CITY COUNCIL <br /> June 20, 1979 <br /> Adjourned meeting from June 13, 1979, of the City Council of the City of Euqene, <br /> Oregon, was called to order by His Honor Mayor Gus Keller at 11:45 a.m., Council <br /> Chambers, with the following Councilors present: Jack Delay, Betty Smith, Eric <br /> Haws, Scott Lieuallen, Gretchen Miller, Emily Schue, and D. W. Hamel. Councilor <br /> Brian Obie was absent. <br /> I. ITE~S FROM MAYOR AND COUNCIL <br /> A. Delta Ponds--Mr. Hamel submitted a letter from the Area Association <br /> President to staff regarding their interests and concerns in the <br /> development in the area of the Delta ponds. Manager said that con- <br /> firmation of the approval of a $150,000 grant has been received. Mr. <br /> Walt Haniuk, Parks, noted that they met with the property owner of the <br /> ponds and told him that they are prepared to make an offer for Phase <br /> I, and they have additional funding through the State for Phase II. <br /> Manager said that he is involved in meetings regarding the development <br /> of the ponds. In response to Mr. Lieuallen's question, Mr. Haniuk <br />- said that there is money in the budget for the Delta ponds project <br /> from the serial levy. Also, if the County builds a road through the <br /> ponds, the City's total proqram will not be affected, and the State's <br /> funding will not cease. <br /> City is requesting that the culvert which transmits the water be part <br /> of the connector construction so that the full area can be used as a <br /> recreation area. County has not negated City's idea. Ms. Schue <br /> referred to a permit requirement, and Manager replied that two permits <br /> are required and both would be difficult to acquire without the <br /> support of the City. <br /> B. Delat Absence--Mr. Delay will be absent from the June 25 budget meeting <br /> and ouncil meeting. <br /> C. L-COG Report--Mr. Haws said that a final report has been made on <br /> L-COG and he requested a summary and conclusions of the report at <br /> a later date. <br /> D. EIC--Economic Improvement Committee--Mr. Haws is opposed to EIC's <br /> request to be a separate entity from L-COG. Request will be made at <br /> L-COG's meeting June 28, 1979.
