the Street Classification Map that designated Garfield Street from. Roosevelt Boulevard <br />to West 2nd Avenue as a Major Collector. <br />2) Garfield Street is a Major Collector with a posted speed of 30 mph. The street has one <br />north bound travel lane and one south bound travel lane with areas of on -street parking <br />on both sides of the street. The curb to curb width is approximately 44 -feet. <br />3) From 2007 to 2015, there were thirteen crashes on this section of Garfield Street. Four <br />crashes resulted in moderate injuries and three crashes resulted in minor injuries. Six <br />crashes occurred at or near the intersection with West 2nd Avenue and seven crashes <br />occurred at or near the intersection with Roosevelt Boulevard. No crashes involved <br />pedestrians or bicyclists. <br />4) Parking studies conducted by the City between January and February 2017 show an <br />average parking volume of 3 vehicles parking in approximately 47 parking spaces <br />along the east side of Garfield Street from Roosevelt Boulevard to West 2nd Avenue. <br />The study shows that the parking removed on the east, side of Garfield Street can be <br />accommodated on the west side of the street. <br />5) Installation of bike lanes on Garfield Street from Roosevelt Blvd. to West 6"' Avenue <br />is identified as project number PB -41 in the Eugene 2035 Transportation System Plan, <br />adopted by City Council on June 26, 2017. <br />Removal of parking on the cast side of Garfield Street from Roosevelt Boulevard to <br />West 2nd Avenue is consistent with Goals 1., 2., 3., 4. and 5., System Wide Policies L, <br />2., 3. and 4., Roadway and Parking Policies 1., 6., 7. And 9., Potential Actions for <br />Roadway and Parking Policies M. and Bicycle Policies L, 2. and 3. and <br />Potential Actions for Bicycle Policies H. in the Eugene 2035 Transportation System <br />Plan, adopted by City Council on June 26, 2017. <br />Goals <br />Goal 1: Create an integrated transportation system that is safe and efficient; supports <br />the Metro Plan's land use diagram, Envision Eugene, A Community Vision for 2032 <br />(2012), the City of Eugene's target for a 50 percent reduction in fossil fuel <br />consumption, and other City land use and economic development goals; reduces <br />reliance on single -occupancy automobiles; and enhances community livability. <br />Goal 2: Advance regional sustainability by providing a transportation system that <br />improves economic vitality, environmental health, social equity, and overall well- <br />being. <br />Administrative Order -- Page 2 of 6 <br />
