Mr. Hanks answered that <br /> the traffic count on the alleys north of 12th Avenue between Adams and e <br /> Monroe had 20-30 cars per day and the alleys south of 12th had 13-49 <br /> cars per day. He did not feel that was abnormally high. He did not <br /> have a destination study. Mr. Lieuallen responded that any traffic in <br /> an alley is undesirable because cars are not expected to use the <br /> alleys. <br /> Responding to Ms. Smith's question, Mr. Hanks said Police and Fire <br /> were asked prior to the implementation of the diverters if there would <br /> be a problem; if they do not concur, diverters are not installed. <br /> Ms. Miller asked about the success of procedures designed to discourage <br /> alley traffic. Mr. Hanks said one possibility would be alley diverters <br /> or the already-installed stop signs. The condition of the alleys <br /> themselves is a deterrent. The timing of the lights on 11th and 13th <br /> has been improved, which makes the alleys less desirable to use. <br /> Ms. Smith moved, seconded by Mr. Hamel, to adopt the Manager's <br /> recommendation and adopt the findings. <br /> Mr. Lieuallen felt that in voting for the motion, it would be responding <br /> to a problem that would continue to grow more serious. <br /> Ms. Miller did not see the issue as a conflict of bicycles and cars, <br /> but rather a decision to cut down on through traffic versus going out <br /> of the way to reach a destination. In the area she represents, <br /> reducing traffic is considered the more favorable situation. e <br /> Motion carried 6:1, Mr. Hamel voting no. <br /> B. Concurrent Annexation/Rezoning <br /> 1. Property located south of Ayres and west of Gilham from County <br /> AGT,RA to City R-l/PD (Marvin Knutson) (AZ 79-2) (Map Distributed) <br /> 2. Property located south of Ayres and east of Delta from County <br /> AGT,RA to City R-l/PD (Dessler/Allen) (AZ 79-5) (Map Distributed) <br /> Manager noted that these two properties would be considered at the <br /> same time, since the reasons for and against the annexations were <br /> similar. <br /> Mr. Saul explained that this area represented a total of 102.5 acres, <br /> 38.5 in the Dessler/Allen, and 74 in the Knutson. Thirty-five to 40 <br /> acres were in a gravel pond which the properties share. The Dessler/ <br /> Allen would be a mobile home park and PUD. The Knutson property would <br /> be PUD.
