<br /> M I NUT E S <br />e EUGENE CITY COUNCIL <br /> October 8, 1979 <br /> Regular meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by His Honor Mayor Gus Keller at 7:30 p.m., October 8, 1979, Council <br /> Chamber, with the following Councilors present: Jack Delay, Betty Smith, D. W. <br /> Hamel, Eric Haws, Scott Lieuallen (arrived late), Brian Obie, Gretchen Miller, <br /> and Emily Schue. <br /> I. AGENDA CHANGES <br /> Manager announced that the award of the sanitary sewer contract on <br /> Henderson Avenue, under Public Works Bid Awards, would be discussed <br /> at a later date. He also mentioned that the first reading of the <br /> ordinance for Willakenzie Island Area 2 would be held over until <br /> October 29. <br /> II. PUBLIC HEARINGS <br /> A. Concurrent Annexation/Rezoning <br />e 1- Property located southeast of the terminus of Augusta <br /> Street and south of the terminus of Laurel Hill Drive <br /> from County RA Suburban R~sidential District and AGT <br /> Agricultural, Grazing, and Timber-Raising District to <br /> City RA Suburban Residential District and RA/PD Suburban <br /> Residential District with Planned Unit Development <br /> Procedures (Stevens) (AZ 79-1) (Map Distributed) <br /> Mr. Jim Saul, Planner, said the area in question involves 42 acres. <br /> The Stevens portion totals 39 acres, is undeveloped wooded property, <br /> and is a portion of the overall Stevens property which extends north <br /> and east to the area proposed for annexation. The portion immedi- <br /> ately north of the subject request is the 27.16-acre Judkin Heights <br /> Subdivision parcel, already approved for 102 lots and currently under <br /> constructi on. The Marks property is a 3.36-acre parcel and is devel- <br /> oped with a single-family residence. The original petition included <br /> only the Stevens property; however, it would have surrounded the Marks <br /> property and Mr. Marks agreed to annexation. During the review, a <br /> principal concern involved how access would be provided to the prop- <br /> erty. The Laurel Hill Citizens Association and staff felt that access <br /> should be provided by a route other than Augusta Street.
