He said <br />the Planning Commission did not recommend that those conditions be <br />attached to the Marks property as it is suitable for RA zoning because <br />of its smaller size and lack of more difficult and sensitive develop- <br />ment factors, such as steeper terrain, significant vegetation, and <br />more difficult topographic features which are present in the larger <br />39-acre Stevens parcel. <br />No ex parte contacts or conflicts of interest were declared by Councilors. <br />Staff notes and minutes were entered into the record. <br />Public hearing was opened. <br />Dan Leahy, 2405 Bailey Hill Road, spoke in favor of the annexation/ <br />rezoning. <br />Public hearing was closed. <br />Res. No. 3250--A resolution forwarding recommendation to the Boundary <br />Commission for annexation of property located southeast of <br />the terminus of Augusta Street and south of the terminus of <br />Laurel Hill Drive to the City of Eugene and the Lane County <br />Metropolitan Wastewater Service District was read by number e <br />and title. <br />Mr. Delay moved, seconded by Ms. Smith, that findings supporting <br />the annexation set forth in Planning Commission staff notes and <br />minutes of September 4, 1979, be adopted by reference thereto, and <br />that the resolution be adopted. Motion carried unanimously. <br />CB 2005--Authorizing rezoning from County RA Suburban Residential District <br />and AGT Agricultural, Grazing, and Timber-Raising District to <br />City RA Suburban Residential District and RA/PD Suburban Resi- <br />dential District with Planned Unit Development Procedures for <br />property located southeast of the terminus of Augusta Street and <br />south of the terminus of Laurel Hill Drive was read by number <br />and title only, there being no Councilor present requesting it <br />be read in full. <br />Mr. Delay moved, seconded by Ms. Smith, that findings supporting <br />the rezoning as set forth in Planning Commission staff notes and <br />minutes of September 4, 1979, be adopted by reference thereto; <br />that the bill be read the second time by council bill number only, <br />with unanimous consent of the Council, and that enactment be <br />considered at this time.
