Motion carried unanimously. <br /> V. RESOLUTION AMENDING EXISTING GRANT AGREEMENT (Memo distributed) <br /> Res. 3276--A resolution authorizinq execution of an Amendment No.1 <br /> to the Grant Aqreement, ADAP Project 6-41-0018-05, Mahlon <br /> Sweet Field was read by number and title. <br /> Mr. Delay moved, seconded by Ms. Smith, to adopt the resolution. <br /> Roll call vote. Motion carried unanimously. <br /> VI. ORDINANCE AMENDING SECTION 5.22~OF THE EUGENE CODE CONCERNING PROHIBITION <br /> OF VEHICULAR PARKING IN BICYCLE LANE (memo distributed) <br /> Manager said the purpose is twofold. It would allow parking attendants <br /> to enforce the law and save money on bikeway signinq and markinq mainte- <br /> nance. The ordinance also provides that 3.5 clear feet of path must be <br /> maintained in those lanes where parkinq is permitted. e <br /> Ms. Miller wondered about cars that are parked with their liqhts flashinq. <br /> Manager said no one can park at all, unless loadinq or unloading passengers <br /> or objects. The exception would be official vehicles. Mr. Delay wondered <br /> if passage of this ordinance would improve the enforcement proqram. Mr. <br /> Hanks, Traffic Enqineer, said there would probably not be a qreat improve- <br /> ment, but the parking control attendants could now write violations as well. <br /> Being parked in a bike lane is now illegal, though in the past it has been <br /> necessary to paint yellow curbs or post no parking siqns. That has been a <br /> continuinq maintenance problem. Ms. Miller feels that this action is a <br /> step in the right direction. <br /> CB 2037--An ordinance concerninq a prohibition of vehicular parking in <br /> bicycle lanes; amendinq Section 5.225 of the Euqene Code, 1971: <br /> and declarinq an emergency was read by number anrl title only, <br /> there beinq no Councilor present requestinq that it be read in <br /> full. <br /> Mr. Delay moved, seconded by Ms. Smith that the bill be read <br /> the second time by Council bill number only with unanimous <br /> consent of the Council, and that enactment be considered at <br /> this time.
