December 12 Council Meeting--Manager reminded Councilors of the 11:15
a.m. Council meeting on December 12, with adjournment at 12:30 p.m. to
lunch and a study session at the Valley River Inn. Budget matters
will be discussed and, if those items are completed, the downtown
housing situation will be discussed, as noted in the agenda that had
been distributed.
D. EWEB Power Line Selection--Last Monday night the EWEB Board selected
the 13th Avenue route as the most favorable for the new power line
serving the Jefferson substation located downtown. Manager said the
City owns about four acres on that route, namely the Marine and Naval
Reserve Center. Mr. Parks, EWEB, had mentioned to the Council on
November 28 that a route not previously suggested might be suggested
at the EWEB Board meeting. That route has not been presented to the
Council, and it is not known what it might have been. Discussion was
held on the idea of holding a joint discussion session with EWEB and
Mayor Keller felt it might be highly appropriate to do so. Ms.
Miller felt it was also important to bring interested people into
( the process to voice their concerns. e
Denis Snook, 1808 Jefferson, member of the Joint Neighborhood Adhoc
Committee on the location of the Jefferson substation and power line,
said their group has been working actively with EWEB. They have as ked
City staff several times if the City had a preference on the location
of that transmission line. The City never indicated any preference,
and Mr. Snook said that the group is prepared to enter into discussions
on the merits of the route. He said the group fully supports the
choice. He feels their group has maintained a most cooperative
attitude with all government bodies with whom they have worked on this
matter, and they did not want to be in a adversary relation. Mr.
Lieuallen indicated that during a previous meeting was the first time
he had heard about a possible housing project in this area.
It was understood that staff \'Iould set a date for a joint meet ing
with EWEB to discuss the route, and invite all those concerned.
E.
