STREET PERFORMERS' PROPOSAl--STATUS REPORT AND STAFF RECOMMENDATIONS
(Memo distributed)
,
Manager indicated that approval of this proposal would allow street
performers to appear in the mall under certain specified conditions. The
request has been reviewed at length by the Parks Department, who has taken
the lead in contacting interested groups. Manager indicated a letter has
also been received from the Downtown Development Board, who expressed
their interest and desire to be involved in the process because of the
possible impact on mall activities. As the matter has not formally come
before the Downtown Development Board, Mr. Drapela, Parks Director, was
asked to comment on whether it would be referred back to the Board. Mr.
Drapela said the decision was to submit it to the Council first. The
Parks Department feels that the current mall permit process is a good
example to follow in this case. Mr. lieuallen said he reqretted the fact
that the matter has not come to the Downtown Development Board for their
consideration as yet. He does favor giving the idea an experimental
try, however. The problem, as he sees it, is that the Downtown Development
Board will not be meetiAq until January, and the street performers
hope to have an experimental program going on in the mall durinq the
Christmas season
( e
12/5/79--4
b43
