No. 3291--a resolution authorizing street paving, sanitary sewer, <br /> and storm sewer construction within and adjacent to Central <br /> Manufacturing Industrial Park (1657) was read by number and <br /> title. <br /> Mr. Delay moved, seconded by Ms. Smith, to adopt <br /> Resolution Nos. 3286 through and including 3291. <br /> Ro 11 ca 11 vote. Motion carried unanimously. <br /> III. PUBLIC HEARINGS <br /> A. New Liquor License Outlet <br /> 1. Goodies Delicatessen (retail malt beverage); located at <br /> 539 East 13th Avenue; John G. Townsend <br /> Manager noted that staff finds the application in order. <br /> Public hearing was held with no testimony presented. <br /> Mr. Delay moved, seconded by Ms. Smith, to forward <br /> to OLCC with recommendation for approval, subject <br /> (. to conditions, if any. Motion carried unanimously. <br /> IV. PARKING MANAGEMENT REPORT--STAFF PRESENTATION <br /> (Memo and Additional Information Distributed) <br /> Manager mentioned that a fine effort has been made on this matter by several <br /> departments. The Downtown Development Board has been actively included in this <br /> study as well, and has fully endorsed the report. <br /> Mr. Obie arrived at the meeting. <br /> A report distributed to the Council lists various goals and tactics used to <br /> reach these goals. If Council approves the report in concept, staff will <br /> present the necessary paperwork for formal approval at the December 19 meet ing,. <br /> Duane Bischoff, Parking Administrator, said that this report culminates 11/2 <br /> years of study. He said that the primary purpose of the report is to approach <br /> parking on a program basis rather than piecemeal. He outlined the five basic <br /> goals: 1) Maintain the economic viability of the downtown by competing with <br /> regional Shopping centers through means of a free parking program; 2) Develop <br /> alternative transportation systems--the initial effort underway in that regard <br /> - <br /> (. <br /> 12112/79--3 <br /> Iob5 <br /> ,....... <br />
