Lane County Coordinating Council of Community Education and Recreation <br /> Agencies (resolution distributed to Councilors) .- <br /> Manager said the purpose is to ensure cooperation in working and <br /> programming among agencies to avoid duplication and to supplement <br /> each ot her. The idea is to establish a clearinghouse. Lane Cummun ity <br /> College will be providing office space, filing system, etc., for the <br /> project. <br /> Ms. Smith moved, seconded by Ms. Miller, to authorize City Manager <br /> to sign joint resolution regarding Lane County Coordinating <br /> Council of Community Education and Recreation agencies. Mot ion <br /> carried unanimously. <br />III. CONVENTION BUREAU (INFORMATION DISTRIBUTED TO COUNCILORS) <br /> In a memo of December 14, 1979, Manager proposed that the Council approve <br /> the bylaws with some amendments. In Section 4.2, Civic Center Foundation <br />e should be changed to Performing Arts Commission. In Section 4.3, it is <br /> recommended that wordi ng be added that "When the terms of the des ignees <br /> from the public agencies expire, they or their successor designee should <br /> be automatica'lly appointed. II In Section 5.4, it is suggested that it 1 <br /> be amended to include on the Executive Committee one representative from <br /> Eugene, one from Springfield, and one from the County, as designated by <br /> each individual public agency. Manager said the agency will be officially <br /> launched the first of the year and will combine Eugene's Convention Bureau <br /> with Springfield's. Financing will be pretty much the same for the <br /> present fiscal year, and may change after that. A nine-member executive <br /> committee is proposed. <br /> Mr. Dave Radcliffe was present to give the background on the project and <br /> to answer any questions. He said they are pleased to be creating a uni- <br /> fied effort. The one organization will better represent the hospitality <br /> industry, he said. He said that, while much has been said about the <br /> loss in the tourism industry due primarily to unstable economy and lack <br /> of fuel, tourism is, in fact, the state's third-largest industry. One <br /> of their major concerns is that this area has been securing less than <br /> 10 percent of the total receipts in Oregon for the industry. One reason <br /> for that is probably because this area has not presented a unified effort. <br /> The Chamber feels this new organization will help in that endeavor.
