,

Mr. Drapela felt the intent of the agenda for the February 20 meeting of
Joint Parks Committee will be to look at the rehabilitation costs of
Jefferson Pool and any other major capital investment in pools, not to
look at the rotating closures.

Mayor Keller stated that the consensus of the Council was to deny the
request of the citizens to be heard on the pool issues Monday night.

Mr. Haws inquired about the number of interviewees for whom the
Councilors were to vote for the opening on the Eugene Renewal Agency.
Mr. Henry responded that the Councilors were to vote for three final-
ists, listing in order first, second, and third choices for the one
position. Ms. Smith asked for clarification as to whether the Coun-
cilors would be voting for three people for the one position, and if
the votes were to be priority-weighted. Mr. Henry said the votes
would be tallied both ways: weighted and with each choice receiving
one point.

e

Mr. Lieuallen said he had spoken with Bill Bain, Lane County Assessor,
and they have become involved in a fund-raising drive to benefit
Goodwill. Mr. Bain proposed a bowling match between Lane County and
the City of Eugene. He invited participation in this event and bowlers
will obtain pledges for their bowling scores.

B. Items From Mayor

1. Mayor Keller announced that an Executive Session would be held
following the conclusion of the agenda.

2. Mayor Keller gave a brief report on the League of Oregon Cities
meeting. Four major areas were discussed: a press conference
was held on Federal Revenue Sharing and letters were sent to
legislators in Washington, DC, asking them to support the Federal
Revenue Sharing as proposed by the President; discussed Oregon
Liquor Control Commission again--the League1s Executive Committee
took a strong position to keep liquor sales under that department
rather than turning it loose to the private industry sector; Betty
Niven gave a presentation on Systems Development Charge. She is
proposing legislation for the next legislature dealing with how it
is to be paid for. League of Oregon Cities' Executive Committee
did not support her legislation because of the mandates contained
within it; and the 1980 League of Oregon Cities Convention will be
held in Portland at the Marriott in conjunction with the Hilton.

c. Appointments
1. Joint Parks Committee--Council representative.

Mr. Keller indicated Mr. Hamel IS interest in serving on the Joint
Parks Committee as a replacement for Scott Lieuallen.

e

2/6/80--3
