Mayor Keller said some vacancies still remain; they will be recruiting
and those recommendations will be brought back to council. Mr. Henry
. noted that other appointments would have to be made in early September.'
E. Meetings
Mr. Henry stated that the Citizen Involvement Committee would be
meeting on Thursday, August 14, at 11:30 a.m. at Perry's. The meeting
on August 21 has been canceled.
The Emergency Medical Services Task Force met yesterday and will meet
again on Tuesday, August 26, at 1:30 p.m.
F. Goal-Setting Session
Mr. Henry stated that the council needs to decide if Don Murray should
participate in this goal-setting session. In October, there are
possibile dates for holding the session: October 10 and 11, and
October 17 and 18.
Mr. Delay questioned ending the session by noon on the 18th because of
the football game. He has a problem with a firm deadline like that
for ending the session. He would assume the format would be as it has
been in the past. Mr. Henry suggested that the meeting could start
, earlier on Friday. Mayor Keller suggested that perhaps they could
begin Thursday evening and have all day Friday and until noon on
Saturday.
- Council consensus was that the goal-setting session would begin
Thursday evening, October 16, and adjourn at noon on Saturday,
Oct. 18 . Mr. Henry indicated they are investigating use of the
University President's house as a facility. Mayor Keller stated that
if anyone from the public has an available house or facility they
should let him know.
G. Information from Special Legislative Session
Mr. Henry stated that the Lane County and Metropolitan Area boundary
commissions have been funded for the remainder of this fiscal year on
a 70-percent State--30-percent local share basis. Since one-third of
the local contribution is to come from filing fees, Eugene1s voluntary
contribution will be approximately the same amount committed earlier
this year, just under $5,000. The June 30, 1981, sunset date remains
in effect and due to lack of legislative support, a third boundary
commission covering Marion and Polk counties and part of Yamhill
County will be dissolved December 1, 1980. The House sustained the
Governor's veto of the police-fire retirement increase bill which
would have mandated additional cost to local governments. A veto
override passed the Senate in regard to collective bargaining S8 58
but it was defeated in the House. The building moratoria bill, SB
890, was repassed by both the House and Senate. House Bill 2967,
billboard compensation, was defeated in the Senate after passing the
House. In regard to the State budget cut, any programs that provide
- significant revenues to cities and property tax relief programs passed
by the 1979 session will not be reduced.
8/13/80--3
