W. Hamel, Brian Obie, Eric <br />Haws, and Cynthia Wooten, Gretchen Miller. <br /> <br />ABSENT: Councilor Emily Schue and Mayor Gus Keller. <br /> <br />Regular meeting of the City Council of the City of Eugene, Oregon, was called to <br />order by Her Honor Acting Mayor Gretchen Miller. <br /> <br />I. AGENDA ADJUSTMENT <br /> <br />Mr. Gleason stated that Item I-C--Parade Permit Ordinance and Administrative <br />Rules Revision--would be set over to a Monday evening agenda in July. <br /> <br />II. PUBLIC HEARINGS <br /> <br />A. Street Vacation for City of Eugene--Performing Arts Center/Conference <br />Center (SV 81-1) (map distributed) <br /> <br />Mr. Gleason introduced Jerry Jacobson, Planning Department. <br /> <br />Mr. Jacobson stated that this is a City-initiated street vacation request for <br />Willamette Street between 6th and 7th avenues. This follows the Master Site <br />Plan for the development of the Eugene Performing Arts Center, Hilton Hotel, and <br />Conference Center. The Master Site Plan was approved by the City Council on <br />April 9, 1979, and included the vacation of Willamette Street to provide part <br />of the public area and to add to the overall design of the Performing Arts <br />Center. The Planning Commission unanimously ~oted to recommend approval of <br />this vacation request. He indicated that Ed Smith, Development Director of the <br />Civic Center; Randy Thwing, Planning Commission; and Jim Hanks, Traffic <br />Engineer, were present to provide further information. <br /> <br />Mr. Smith stated that a series of decisions had led to this public hearing. The <br />Master Site Plan concept includes closure of Willamette Street to vehicular <br />traffic. This is the final implementation of the plan based upon the eventual <br />closure of that street. On January 9, 1979, the Civic Center Commission <br />reviewed the Master Site Plan concept and it was approved in total. On <br />January 17, 1979, the City Counci 1 approved the Master Site Pl an and it was <br />assumed that the vacation of Willamette Street was a part of that approval. <br />Traffic patterns were researched at that time due to construction of the parking <br /> <br />MINUTES--Eugene City Council <br /> <br />June 8, 1981 <br /> <br />P ag e 1 <br />
