<br />. <br />. <br /> CB 2352--An ordinance concerning ambulances, first aid vehicles, and <br />e invalid or wheelchair coaches; amending sections 3.005, 3.010, <br /> 3.025, 3.130, 3.135, 3.140, 3.145, 3.160, and 3.165 of the Eugene <br /> Code, 1971; adding sections 3.152, 3.170, 3.172, 3.173, and 3.174 <br /> to that code; and declaring an emergency. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be read the <br /> second time by council bill number only, with unanimous consent <br /> of the council, and that enactment be considered at this time. <br /> Roll call vote; motion carried unanimously. <br /> CB 2352 was read the second time by council bill number only. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed and numbered 18853. <br /> II. CETA PRIME SPONSOR FY 1982 OPERATING PLAN AND GRANT OPERATION (memo and <br /> additional information distributed) <br /> Mr. Gleason stated that this plan must be approved and filed with the St~e <br /> prior to September 1, 1981. He introduced Doug Booth, CETA. <br /> Mr. Booth stated that staff is asking the council to approve the CETA plan as <br /> recommended by the three advisory councils: Eugene Private Industry Council, <br /> Eugene Prime Sponsor Planning Council, and Eugene Youth Advisory Council. In <br />e June, the Multi-Council Planning Committee was created with appointments from <br /> each of the three City employment training advisory councils. That committee was <br /> charged with reviewing relevant data and reporting back on program goals and <br /> policies with specific program recommendations for the next program year. <br /> Ms. Miller stated that this is the third time that a major CETA item has come <br /> suddenly before the council. She said that Gary Long, Staff Services Director, <br /> had stated previously to the council that this would never happen again due to <br /> their reorganization but these items continue to come up at the last possible <br /> minute which does not allow the council adequate time to review the items for <br /> decision making. She would like at least one week's notice. <br /> Mr. Lindberg stated that as a member of MCPC, he knows that committee has worked <br /> hard. This was the first opportunity to bring this item before the council. <br /> CETA staff did an excellent job in planning and participating in these recommen- <br /> dations. They have not targeted special-interest groups. All significant <br /> segments of the CETA-eligible population will be served in proportion to their <br /> occurrence in the eligible population. These recommendations should address the <br /> needs of all eligible citizens. They have made an effort to link economic <br /> development with employment programs, and have worked with potential employers <br /> such as Eugene Performing Arts Center. <br />e <br /> MINUTES--Eugene City Council August 17, 1981 Page 2 <br />
