<br /> F. Request to Testify <br /> e Mayor Keller stated that he had received a memo from William Eaton, and in turn, <br /> wrote a memo dated September 15, from the Mayor to the council. Mr. Eaton wou 1 d <br /> like to address the council regarding repaving a bike path from 24th to 30th <br /> avenues. Council consensus was to allow Mr. Eaton to speak for five minutes on <br /> September 23, 1981. <br /> G. September 15, 1981, Election <br /> Mayor Keller stated that yesterday.s election did not bring about the results <br /> for which he had hoped. He feels the effect of the State and School District <br /> 4-J matters may have had an impact on the City election. Or, the economic <br /> condition of the area may be such a hardship on citizens that they could not <br /> support additional taxes even if they wanted to. He does not feel this should <br /> be taken back to the voters for a third time. He is hopeful that the economy <br /> wi 11 improve. Mr. Obie asked if he is recommending that the Budget Committee <br /> not put this to the voters again. Mayor Keller stated that he had only expressed <br /> an opinion, not a recommendation. Ms. Miller indicated that the Budget Commit- <br /> tee has more work to do and the next Budget Committee meeting will be a busy <br /> one. Mr. Obie agreed. It is difficult to say that the issue should be stopped <br /> because he is not sure the public is aware how necessary the items in Tier II <br /> are. Mr. Hamel indicated concern that only 15 to 16 percent of the people <br /> voted. He would like to see how the other 84 percent would vote. <br /> H. Slide Show Presentation <br /> e Mike Gleason, City Manager, stated that Brian Livingston is present to give a <br /> slide show on community self-reliance following the council meeting. <br /> II. ROUTINE ITEMS FOR COUNCIL APPROVAL <br /> A. Approval of City Council Minutes of August 10, 1981, and August 12, <br /> 1981 (minutes distributed) <br /> Ms. Miller moved, seconded by Mr. Obie, to approve City Council <br /> minutes of August 10, 1981, and August 12, 1981. Roll call vote; <br /> motion carried unanimously. <br /> B. Payment of Bills, Claims, and Progress Payments (distributed) <br /> Mr. Gleason stated that bill payments are now on Wednesday council agendas to <br /> improve the payment process. <br /> Res. No. 3580--A resolution authorizing payment of bills, claims, and <br /> progress payments for the period September 9, 1981, through <br /> September 16, 1981. <br /> Ms. Miller moved, seconded by Mr. Obie, to adopt the resolution. <br /> Roll call vote; motion carried unanimously. <br /> e <br /> MINUTES--Eugene City Council September 16, 1981 Page 3 <br />
