Roll call vote; all councilors present <br /> - voting aye, the bill was declared passed and numbered 18881. <br /> D. Mayor's Proclamatien of September 15, 1981, Electien <br /> Mayor Keller stated that at a special election duly and regularly held within <br /> the territerial boundaries and limits of the city of Eugene, conducted by the <br /> Lane Ccunty Election Department on Tuesday, September 15, 1981, Measure No. 51-- <br /> authorizing general property tax levy of $1,161,464 over the Charter limit--was <br /> defeated with 5,885 no votes and 4,076 yes votes; Measure Ne. 52--authorizing a <br /> $652,273 property tax levy fer Gillespie Butte property transfer--was defeated <br /> with 5,258 no votes and 4,729 yes votes. He proclaimed and declared that <br /> Measure Ne. 51 was defeated and that Measure No. 52 was defeated. <br /> III. PUBLIC HEARINGS <br /> A. Supplemental Budget (memo, ordinance, and more detailed information <br /> distributed) <br /> Ms. Wooten asked if there is a means te explain to the public what the impact on <br /> the City services from the loss of Tier II would be. She asked if a summary <br /> could be published in neighborhood newsletters or by some other mechanism. <br /> Mr. Gleasen respended that a summary could be made available and given to the <br /> press and the neighborhood groups. <br /> . Public hearing was .opened; there being no testimeny, public hearing was closed. <br /> CB 2382--An ordinance adopting a supplemental budget; making <br /> appropriations fer the City of Eugene for the fiscal year <br /> beginning July 1, 1981, and ending June 30, 1982; and <br /> declaring an emergency. <br /> Ms. Miller moved, secended by Mr. Obie, that the bill be read the <br /> second time by ceuncil bill number only, with unanimous consent of <br /> the council, and that enactment be censidered at this time. Roll <br /> call vote; motion carried unanimeusly. <br /> Council Bill 2382 was read the second time by council bill number only. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed and numbered 18882. <br /> B. New Liquor License Outlet--The Big Dipper (package stere); located at <br /> 1473 East 19th Avenue; applicants: Lorene Graves and Joseph Hubbell <br /> Mr. Gleason stated this had been reviewed by all affected departments and <br /> approval is recommended by staff. The Fairmount Neighborhoed Executive Cemmit- <br /> tee allegedly voted on this but they could not be reached ner did they send a <br /> letter.
