MINUTES <br /> <br /> Eugene City Council <br /> Regular Meeting <br /> Council Chamber--Eugene City Hall <br /> <br /> June 23, 2003 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Betty Taylor, David Kelly, Scott Meisner, Nancy Nathanson, George <br /> Poling, Gary PapS, Bonny Bettman, Jennifer Solomon <br /> <br />CITY COUNCIL MEETING <br /> <br />Mayor James D. Torrey called the meeting to order. <br /> <br />1.PUBLIC FORUM <br /> <br />Matthew Hasek, 3352 West 15th Avenue, congratulated the City Council for taking action to <br />rename Centennial Boulevard for Dr. Martin Luther King, Jr. He acknowledged that there was a <br />lot of controversy over the issue but expressed his happiness that the council had come to the <br />right conclusion. <br /> <br />David Hinkley, 1350 Lawrence Street, said the budget process was the worst process in which <br />the City was involved. He raised concern that there was not enough public input allowed by the <br />committee process. <br /> <br />Galen Phipps, Director of Looking Glass Shelter Program, spoke representing the Safe and <br />Sound Project. He said the funding recommended in the budget would go a long way to help <br />youth and families in the community. He raised concern that the community would be paying for <br />cuts in social services for years to come. He commented that more and more of the burden would <br />have to be taken up by public safety services. He commented that Safe and Sound would turn <br />away as many youth as it helped this year. <br /> <br />Michael Guest, spoke representing the Oregon Administration for Safe Highways. He said there <br />were proposals before the US Congress that would increase the number of triple trailer trucks <br />allowed on Oregon highways. He said his national group opposed increases in truck weight <br />because of damage done to roads and the costs of that damage. He noted that 30 percent of <br />Oregon bridges were structurally deficient for higher truck weights and added that there would be <br />major funding required to repair the situation. <br /> <br />Nick Urhausen, 2858 Warren Street, commented that the Human Rights Commission had <br />suggested a memorial to Japanese Americans who were interned during World War II.
