ORDINANCE NO. 20605 <br />AN ORDINANCE CHANGING THE STREET NAME OF THE <br />UNDEVELOPED PORTION OF SUZANNE WAY TO TENNYSON <br />AVENUE, AS IT EXTENDS NORTH FROM CRESCENT AVENUE TO <br />TENNYSON AVENUE (CITY FILE SC 18-1) <br />The City Council of the City of Eugene finds that: <br />A. On April 24, 2018, Living Strong LLC submitted a street name change application <br />to rename as Tennyson Avenue the approximately 236 foot unimproved section of Suzanne Way <br />located north of Crescent Avenue, and connecting Crescent Avenue to the existing Tennyson <br />Avenue. The section of Suzanne Way proposed to be renamed is depicted on the map attached as <br />Exhibit A to this Ordinance. <br />B. ORS 227.120 and Eugene Code, 1971 (EC) Sections 9.8475 through 9.8490 set <br />forth the procedures for considering a street name change, which includes a Type IV review <br />process requiring the Planning Commission to hold a public hearing according to the quasi-judicial <br />procedures of state law and those set out in EC 9.7065 through 9.7095, and to make a <br />recommendation to the City Council to approve, approve with modifications, or deny the <br />application. <br />C. On June 8, 2018, notice of a Eugene Planning Commission public hearing was <br />mailed to the applicant, owners and occupants of property located within 300 feet of the perimeter <br />of the unimproved portion of Suzanne Way, the Northeast Neighbors (affected Eugene <br />neighborhood association), and to persons who requested notice. Notice was also posted in at least <br />three locations within 300 feet of the perimeter of the subject property and freestanding signs were <br />installed pursuant to EC 9.7415. <br />D. On July 10, 2018, the Eugene Planning Commission held a public hearing on the <br />proposed street name change and, following the public hearing, the Planning Commission <br />unanimously recommended that the City Council rename the unimproved section of Suzanne Way <br />to Tennyson Avenue. <br />E. Pursuant to EC 9.7435, the City Council public hearing is to be conducted within <br />60 days of the Planning Commission's recommendation unless a longer time frame is agreed to by <br />the applicant. The applicant agreed to hold the public hearing on September 10, 2018, 62 days <br />after the Planning Commission's recommendation. <br />F. On August 24, 2018, notice of the September 10, 2018 City Council public hearing <br />on the proposed Ordinance was mailed to the applicant, owner of the subject property, all parties <br />who submitted written or oral testimony and to parties who requested notice of the Planning <br />Commission decision pursuant to EC 9.7440. <br />Ordinance - Page 1 of 2 <br />
