RESOLUTION NO. 5248 <br />EUGENE CITY COUNCIL OPPOSITION TO BALLOT MEASURE 105 <br />Tlw_Eugene City Council being the local representative government for the residents of <br />Eugene makes the following declaration regarding their opposition to ballot measure 105 <br />which, if passed, would repeal the State of Oregon law prohibiting local law enforcement (ORS <br />181A.820) ) from acting in the capacity of a federal immigration agent: <br />1. Whereas the Eugene City Council has a stated commitment to creating a city that <br />is safe and welcoming to all residents and visitors <br />2. Whereas the Eugene City Council has taken affirmative action to reassure our <br />immigrant neighbors that the City of Eugene will not engage in discrimination based on their <br />perceived immigration status and that the City of Eugene will endeavor to protect individual's <br />personal information from being accessed for the purposes of enforcing federal immigration <br />laws <br />3. Whereas a relationship of trust and respect is paramount for the City of Eugene <br />police department to effectively protect the safety of our residents and ensure that witnesses to <br />and victims of crime feel safe reporting those crimes to the Eugene Police Department <br />4. Whereas the repeal of Oregon's "sanctuary" law will result in a reduction of trust <br />among our city's most vulnerable communities and therefor increase the likelihood that crimes <br />committed against them will go unreported resulting in a decrease in safety for all Eugene <br />residents <br />5. Whereas the State of Oregon's law prohibiting the use of local law enforcement to <br />enforce federal immigration law has meant continued local control by the City of Eugene over <br />how our local law enforcement resources are allocated, and the repeal of this law will result in a <br />loss of local control of these limited resources <br />NOW, THEREFORE, <br />Be it resolved that the Eugene City Council formally opposes ballot measure 105 and <br />encourages voters to reject this ballot measure and its attempt to repeal the decades old Oregon <br />law that has helped to maintain both public safety and local control of local police for the <br />resident of the City of Eugene. <br />The foregoing Resolution adopted the 2211 day of October, 2018. <br />- i <br />City Recorder <br />Resolution - Page 1 of 1 <br />
