City Manager Dennis <br />Taylor said that Assistant City Manager Jim Carlson had just emailed councilors with an update on that <br />issue. <br /> <br />Mr. Meisner said he had read Mr. Carlson's analysis of the River Road/Santa Clara issue and found it to be <br />defensible and correct. Regarding hospital siting, he urged staff to consider the large, vacant plot of <br />industrial land on the south side of Chambers Street at 2nd Avenue and evaluate the size, ownership, and <br />constraints of the property, including estimates of remediation. He expressed gratitude for contributions to <br />Centro-Latino Americano in response to the recent fire the organization suffered. He requested information <br />from staff about the reduction in beds at Looking Glass that was described in an editorial opinion piece in <br />The Register-Guard, noting the City had increased its contribution to Looking Glass. <br /> <br />Mr. Taylor announced that the meeting with the Lane Board of County Commissioners to discuss road <br />financing issues was scheduled for November 25, 2003, at 6 p.m. at Lane Community College Conference <br />Center. He said the City would be represented by Mayor Torrey, Ms. Taylor, and Mr. Carlson. He said <br />invitations were extended to the mayors, city managers, and councilors from each of the jurisdictions in <br />Lane County and the meeting was open to the public. <br /> <br />Mayor Torrey encouraged those who were interested to attend the road financing issues meeting. He said he <br />had not yet contacted council members regarding council committee assignments because he had not <br />received any requests for changes. No other councilors indicated an interest in changing assignments in <br />response to Mayor Torrey's request for a show of hands. <br /> <br />Ms. Bettman said she had been on the Police Commission for three years and suggested that another <br />councilor who had not served on the commission might wish to trade assignments. <br /> <br />Ms. Solomon asked why two councilors were assigned to the Police Commission. Mr. Taylor said the <br />composition of the commission was established by ordinance. <br /> <br />Ms. Taylor expressed an interest in being on the Council Committee on Intergovernmental Relations. <br /> <br />Mayor Torrey asked councilors who were interested in the Police Commission assignment to contact him or <br />Ms. Bettman. <br /> <br />Mayor Torrey stated he had been interviewed by a television station regarding the percentage of City <br />employees who used all of their medical leave on an annual basis as compared to other governmental bodies <br />and asked the City Manager to prepare a report on the subject. Mr. Taylor replied staff was working on the <br />issue and he would respond in a memorandum to the concerns that were raised. <br /> <br />Mayor Torrey suggested Mr. Taylor also explore the possibility of combining medical leave and vacation <br />leave into a lump sum for personal leave as was done by other employers. <br /> <br />B.
