MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 81h Avenue <br />Eugene, Oregon 97401 <br />April 22, 2019 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Jennifer Yeh, Alan Zelenka, Mike Clark, Chris Pryor, Greg <br />Evans, Betty Taylor, and Claire Syrett <br />In Mayor Vinis' absence, Councilor Taylor opened the April 22, 2019, meeting of the Eugene City <br />Council. <br />1. PUBLIC FORUM <br />• Paul Dart - spoke in opposition to 5G technology. <br />• Joshua Korn - spoke in opposition to 5G technology. <br />• David Piccioni - spoke about 5G and research. <br />• Farhan Khan - spoke about safety concerns in his neighborhood and business. <br />• Jennifer Q. Public - spoke in opposition to 5G technology. <br />• Toni Doveri - spoke in opposition to 5G technology and regards to homelessness <br />• John Thielking -opposed downtown activity zone rules; supported helping those in need. <br />• Hedin Brogh - spoke in opposition to permit system for vending at the free speech plaza. <br />• Art Bollmann - inquired about the status and nature of the payroll tax. <br />• Roberly Hearsch - spoke in opposition to 5G technology. <br />• Victor Odlivak- spoke in opposition to 5G technology. <br />• Robin Bloomgarden - spoke in opposition of 5G technology. <br />• Shaun Winter - spoke about community safety and payroll tax concerns and ideas. <br />Council Discussion: <br />• Councilor Syrett - expressed remorse for and spoke to incidents raised by Farhan Khan and <br />offered resources regarding future public safety response; discussed public safety in the <br />Whitaker neighborhood; spoke to past and future discussions surrounding public safety and the <br />payroll tax, including what council intends and does not intend to do with payroll tax revenue. <br />• Councilor Clark- reiterated comments made by Councilor Syrett regarding public safety <br />incidents in the Whiteaker neighborhood. <br />• Councilor Taylor - expressed appreciation for public comments and closed public forum. <br />►W9111069oILIYI[N:11 DIN IYAR <br />A.
