Torrey called the meeting to order. <br /> <br />1.PUBLIC FORUM <br /> <br />Robert Addy, 1977 Echo Hollow Road, raised concern over the decline in business for local bars <br />and taverns due to the smoking ordinance enacted by the City Council. He said business in <br />Eugene was down 35 percent and was moving outside of city limits to other bars and restaurants <br />in the surrounding area. He urged the council to take a strong look at the ordinance and consider <br />its implications to the local economy. <br /> <br />Sarah Charlesworth, 2373 Pershing Street, raised concern that the Eugene City Council was <br />operating in violation of the City Charter regarding conflicts of interest. She noted that Section 14 <br />of the Charter was clear and needed no interpretation. She noted that Councilor Pap~ was part <br />owner of Sanipac Corporation, which handled one of the largest contracts that the city had. She <br />called for an explanation of why he had been able to serve as a councilor so long with that conflict <br />of interest. She opined that the City Attorney was feigning confusion on the issue and expressed <br />concern that this raised ethical questions regarding City Councilors not abiding by the clear intent <br />of the City Charter. <br /> <br />Pat Hadly, 1435 Olive Street, submitted written material into the record. She raised concern over <br />the Hynix tax exemption and expressed a desire to know what City staff knew "what, when, and <br />where" regarding the tax status of Hynix. She raised concern over being charged a fee for looking <br />through the public record. She said the charge made it much more difficult to review the public <br />record. <br /> <br />Bob Cassidy 1401 East 27th Avenue, urged the council to consider a utility tax. He said it would <br />be a fair tax that would affect all renters, property owners, and businesses.
