Several key proposed changes in the parks SDC resulting from the review, statutory requirements and prior City Council direction include: As required by current statutes, the proposed SDC considers capacity-related costs of capital ? projects in an adopted project plan, using projects in the adopted PROS Project and Priority Plan – the current SDC is not based on costs in an adopted project plan. The SDC cost basis includes all park types – the current methodology includes neighborhood and ? community park types only. Growth capacity and cost allocation is based on a system-wide analysis for all park types except ? neighborhood parks – a park service area analysis was used for allocation of neighborhood park capacity and costs. The SDC fee structure includes both improvement fee and reimbursement fee components – the ? current SDC is classified as an improvement fee only. A nonresidential charge is included, using a 16.4% allocation of SDC costs to nonresidential ? development based on results of a parks user intercept survey. Employment density is used to allocate costs to four proposed categories of nonresidential development. In addition, a proposed SDC for hotel/motel development is based on average occupants per room. An offsetting credit is provided to recognize future property tax payments for parks, in addition ? to SDC payments, by new development. These and other proposed changes are reflected in the SDC Methodologies document attached as Exhibit A to Attachment A of this Agenda Item Summary. Resulting parks SDC rates are reflected in Table 17 of the methodologies document. The park SDC for a single family dwelling is proposed to increase to $2,924 from the current rate of $1,344.65 per dwelling. RELATED CITY POLICIES Growth Management Policy 14 is directly related to implementation and modification of SDCs. The council’s adoption of the PROS Project and Priority Plan provides policy-level direction on intended parks system projects and levels of service which are key factors in the proposed modifications of the parks SDC. COUNCIL OPTIONS Not applicable, this is a public hearing only. CITY MANAGER’S RECOMMENDATION The City Manager recommends that the Mayor and City Council convene the public hearing.
