MINUTES <br /> <br /> Eugene City Council <br /> Regular Meeting <br /> Council Chamber--City Hall <br /> <br /> January 22, 2001 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Betty Taylor, Scott Meisner, Pat Farr, Bonny Bettman, Gary Rayor, <br /> David Kelly, Nancy Nathanson, Gary Pap8 (after 8:45 p.m.). <br /> <br />Mayor James D. Torrey called the meeting of the Eugene City Council to order. <br /> <br />I.PUBLIC FORUM <br /> <br />Mayor Torrey called attention to the fact that there were too many speakers signed up for the <br />forum to remain within the 30-minute time limit. He called for input from councilors on how they <br />wanted to proceed. <br /> <br /> Councilor Taylor moved to extend the time of the public forum to allow every <br /> speaker three minutes. The motion died for lack of a second. <br /> <br /> Councilor Kelly, seconded by Councilor Farr, moved to allow each speaker <br /> two minutes and to extend the public forum for another 15 minutes. <br /> <br />Councilor Nathanson apologized to those people who signed up to speak that the council could <br />not hear all of their comments. <br /> <br /> Councilor Nathanson offered a friendly amendment to the motion, which was <br /> accepted, to change the time allowed for each speaker to 1-1/2 minutes. <br /> <br /> The main motion passed unanimously. <br /> <br />John Brown, 1260 Charnelton Street, spoke to the council regarding cleaning garbage from the <br />river banks that was left by illegal campers. He asked the council to communicate with the City of <br />Springfield over jurisdictional issues in Glenwood and also suggested this program be funded from <br />stormwater funds rather than the general fund. <br /> <br />Terry Connolly, Eugene Chamber of Commerce, restated the chamber's support for the AgriPac <br />site for the new federal courthouse. He said that the site supported the downtown visioning effort <br />and stressed that it was important for the re-vitalization of that region of Eugene. <br />Meg Trendler, 735 West 23rd Avenue, spoke on behalf of WISTEC.
