MINUTES <br /> <br /> Eugene City Council <br /> Goals Setting Session <br /> Training Room--Eugene Water & Electric Board--500 East 4th Avenue <br /> <br /> March 3, 2001 <br /> 9:30 a.m. <br /> <br />COUNCILORS PRESENT: Betty Taylor, David Kelly, Scott Meisner, Nancy Nathanson, Pat <br /> Farr, Gary Rayor, Gary PapS, Bonny Bettman. <br /> <br />CITY COUNCIL GOALS SETTING SESSION <br /> <br /> 1. Review Agenda and Process <br /> <br />The council was joined by members of the Executive Team: City Manager Jim Johnson, Assistant <br />City Manager Jim Carlson, Planning and Development Department Director Paul Farmer, Police <br />Chief Jim Hill, Fire Chief Tom Tallon, co-acting directors of Public Works, Les Lyle and Jeff <br />Lankston, and Rich Sheeland of Library, Recreation, and Cultural Services Department (for <br />Director Angel Jones). Senior Management Analyst Jan Bohman of the City Manager's Office was <br />also present. <br /> <br />Margot Helphand facilitated the goals session. She overviewed the meeting agenda and process, <br />reminding the council of its earlier work on the goals. <br /> <br />Ms. Helphand reviewed the council's criteria for establishing an action priority. The council would <br />use the criteria to determine which priorities to retain through a priority ranking exercise. <br /> <br /> 2. Refine Action Priorities with Executive Managers <br /> <br />The council reviewed the action priorities under each goal area. Mr. Johnson said staff <br />recommended that some items on the list be moved to a "secondary" list, to be reported on <br />regularly but not formally included in the goals. <br /> <br />Safe Community <br /> <br />Mr. Fart noted the lack of mention of youth in the goal and stressed the importance of that focus. <br /> <br />The council revised the first action priority to read Prioritize and implement next steps in <br />Community Policing. <br /> <br />Chief Tallon explained the proposed addition of an action priority, Redesign the EMS system, and <br />indicated it had both revenue and political implications because it involved other jurisdictions. The <br />council briefly discussed the proposed action priority and concerns expressed by Mr. Meisner that <br />the action priority was an ongoing item, in contradiction to the criteria, and there was no apparent <br />council role. Ms. Bohman said staff had discussed that as it reviewed the items.
