MINUTES <br /> <br /> Eugene City Council <br /> Regular Meeting <br /> Council Chamber--Eugene City Ha11--777 Pearl Street <br /> <br /> July 9, 2001 <br /> 8p.m. <br /> <br />COUNCILORS PRESENT: Betty Taylor, David Kelly, Nancy Nathanson, Pat Farr, Scott <br /> Meisner, Gary PapS, Bonny Bettman. <br /> <br />COUNCILORS ABSENT: Gary Rayor. <br /> <br />Mayor James D. Torrey called the meeting to order. <br /> <br />1.PUBLIC FORUM <br /> <br /> Councilor Taylor, seconded by Councilor Kelly, moved to extend the time of <br /> the public forum to allow a full three minutes for all of the speakers who <br /> submitted request-to-speak forms. Roll call vote; the motion passed 7:1; <br /> Councilor Nathanson voting in opposition. <br /> <br />Mitzi Colbath, 2230 Churchill Street, announced that there would be a celebration of the Churchill <br />Community Garden with a concert in the park and a desert potluck. She noted that Mayor Torrey <br />had agreed to speak and invited the City Council. <br /> <br />Ms. Colbath said that the Churchill Community Garden was considered an integral part of the <br />citywide School Garden project and added that it had been honored with the National Garden <br />Association 2001, Kid Spirit Community Award and Grant. She said that the garden integrated a <br />school curriculum, a neighborhood community garden, a food bank growing area, an orchard, a <br />berry patch, and a picnic area. She noted that there were over 2,500 hours of volunteer time put <br />into the gardens. <br /> <br />Regarding the Citizen Charter Review Committee, Ms. Colbath stressed that the committee had <br />worked very hard over the period it had been in existence and raised concern over the ability of a <br />newly appointed member to "catch up" with the rest of the members. She questioned the need for <br />a newly member of the committee but stressed that the committee would welcome a new member <br />and try to bring him or her "up to speed" with the rest of the members as quickly as possible. <br /> <br />Dennis Bishop, PO Box 26441, said that the PeaceHealth expansion plan was bad for the <br />community. He added that he was not in favor of the $25 million in City funds asked for by the <br />hospital. He said there was no guarantee of better health care for people or better doctors so <br />there was no incentive for taxpayers to pay.
