ADMINISTRATIVE ORDER NO. 21-19-07 <br />of the <br />City Manager of the City of Eugene, Oregon <br />ESTABLISHING OCTOBER 18™ AS "TAKE SOMEBODY TO TEA" DAY <br />FOR CITY OF EUGENE EMPLOYEES. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the <br />City Manager is designated as the administrative head of the City, specifically authorized to <br />organize, and, as deemed necessary, disband and reorganize various City departments, and to <br />enforce all ordinances of the City. <br />B. The history of tea is long and complex, spreading across multiple cultures over the <br />span of thousands of years. Tea likely originated in the Yunnan region of China during the Shang <br />dynasty as a medicinal drink. An early credible record of tea drinking dates to the 3rd century AD, <br />in a medical text written by Hua Tuo. Drinking tea became popular in Britain during the 17 th <br />century. Tea initially came to America in the mid-1600s by way of the Dutch settlement of New <br />Amsterdam, renamed New York in 1664, where the tea trade flourished. <br />C. Tea played a part in the events leading up to the American Revolution. On <br />December 16, 1773, in response to a tax on tea, American colonists, frustrated and angry at Britain <br />for imposing "taxation without representation," dumped 342 chests of tea, imported by the British <br />East India Company, into the Boston harbor. Known as the Boston Tea Party, the event was the <br />first major act of defiance to British rule over the colonists. <br />D. Studies have shown that tea offers a variety of health benefits because it contains <br />antioxidants and compounds that can help reduce inflammation in the body. <br />E. The power of tea is suggested in anonymous quotes such as: "Where there is tea <br />there is hope." "A cup of tea is an excuse to share great thoughts with great minds." "With a cup <br />of tea in hand anything is possible." <br />NOW, THEREFORE, based upon the above findings, I order that: <br />Section 1. City of Eugene employees consider sharing a cup of tea and their story with <br />somebody on October 18 of each year. <br />Section 2.
