MINUTES <br /> <br /> Eugene City Council <br /> Work Session <br /> McNutt Room--Eugene City Hall <br /> August 8, 2001 <br /> Noon <br /> <br />COUNCILORS PRESENT: Betty Taylor, David Kelly, Nancy Nathanson, Scott Meisner, Pat <br /> Farr, Gary Rayor, Gary PapS, Bonny Bettman. <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />Mayor James D. Torrey called the meeting to order. <br /> <br />A. Work Session: PeaceHealth Siting Options <br /> <br />Mayor Torrey explained the process for this session to councilors. <br /> <br />Lew Bowers of the Planning and Development Department and City Manager Jim Johnson reviewed the <br />attachments included in the council packet. Mr. Bowers noted that copies of public comments were available <br />in the council office. <br /> <br />Mr. Johnson reminded the council and the audience that today's actions woudl be to determine <br />the intent of the council, not a decision to approve the siting of the hospital. He explained that <br />the land use procedure would need to be followed and the application process completed prior to <br />any formal action taken by the council. <br /> <br />Mr. Johnson reviewed the possible motions pertaining to a Willamette/Downtown Hospital Site. <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to: 1) direct the City Manager <br /> to continue to work with PeaceHealth to find ways to make a Willamette <br /> hospital site work for them; 2) direct the City Manager to refine the <br /> Willamette Site proposal to include the possibility of closing Olive Street to <br /> make a larger development site for a new hospital; 3) direct the City Manager <br /> to prepare a financial incentive proposal to use the Willamette site for <br /> hospital expansion, return to the council for approval of the proposal, and <br /> then discuss it with PeaceHealth; 4) direct the City Manager to initiate the <br /> process to create a medical services zone for both a Willamette hospital site <br /> and the existing Hilyard hospital campus; 5) direct the City Manager to initiate <br /> the appropriate land use processes necessary to apply the proposed medical <br /> services zone to a Willamette hospital site and the existing Hilyard hospital <br /> campus; 6) to affirm the direction to the City Manager, given on June 27, <br /> 2001, to initiate a Willakenzie area plan amendment and a land use code <br /> amendment for the PeaceHealth-owned Crescent site. <br /> <br />Ms. Taylor stated this issue was an opportunity to act in accordance with the Growth <br />Management Policies adopted by the council as a result of an extended community-wide <br /> <br />MINUTES- City Council Work Session August 8, 2001 <br /> <br /> <br />
