Cliff Barney, 3700 Babcock Lane, raised concern over the Eugene Water & Electric Board's <br />Telecommunications Project and stressed that no rate payer money was supposed to be involved. <br /> <br />Nick Urhausen, 2858 Warren Street, raised concern over the ballot measure authorizing the council to go <br />forward with construction of the West Eugene Parkway. He opined that the ballot measure was "phony" and <br />added his belief that the ballot language was purposely made unclear. <br /> <br />Mike Lewis, 2765 Agate Street, opined that the move of PeaceHealth from Eugene to Springfield was the <br />result of bad staff advice. He also commented that the councilors who voted to downzone the Crescent <br />property originally intended for the hospital relocation should resign. <br /> <br />David Monk, 3720 Emerald Street, opined that Eugene had been "taken for a ride" by PeaceHealth and added <br />his opinion that the hospital had intended to move to Springfield the whole time. <br /> <br />Deborah Jeffries, 3800 North Delta Highway, spoke regarding the planning on Ayres Road redesign. She <br />noted that a City Councilor had asked why the citizens along Ayres Road had supported the design plan and <br />stressed that none of the citizens along Ayres Road had supported the plan and that City staff had misled the <br />council into believing they had. She said that the council's perception was not factual in terms of the property <br />owners' approval of the design. She called for better direction to staff to improve the "customer service" <br />aspect of public perception. <br /> <br />Ruth Barney, 3700 Babcock Lane, noted that her husband had written a letter to the mayor and council and <br />had yet to receive a reply. <br /> <br />Richard Szakatski, 2115 Brittany Street, and that the result of the PeaceHealth relocation should never have <br />happened. He expressed his surprise that Councilor Kelly had been surprised at the hospital's decision to <br />move to a Springfield location. He said that the council was "off base" and "missing it." He complimented <br />Mayor Torrey and councilors Papd and Farr for their efforts and opined that the rest of the council was leading <br />the community toward an economic recession. <br /> <br />Rob Zako, 1280 East 28th Avenue, urged the adoption of TransPlan that evening. He stressed that good ideas <br />were waiting for adoption and it was time to implement them. <br /> <br />Lauri Segel, 1000 Friends of Oregon, spoke in support of adopting TransPlan. She said that few people <br />recognized the significance of its passage. <br /> <br />Councilor Bettman thanked Marilyn Mays and the participants of ACT-SO for helping in the success of their <br />program. <br /> <br />Regarding the implementation of a customer service plan as suggested by Jeffries, Councilor Bettman said that <br />if the City were to engage in such a philosophy, it would have to make a decision as to who to satisfy and who <br />to disappoint. She stressed that City staff was committed to serving the entire public. <br />Regarding TransPlan, Councilor Bettman thanked citizens for their input in the plan.
