A. <br />EUGENE AIRPORT BADGE HOLDER REGULATIONS <br />Definitions. For purposes of this rule, the following definitions apply: <br />Access Device. Any security key, lock combination or other device, manufactured or <br />created for the purpose of accessing the Airport Operations Area, Secured Area, Cargo <br />Security Identification Display Area, or the Sterile Area through a door or gate. <br />Airport Operations Area. The property located within the boundary of the perimeter <br />fence, including the Runways, Taxiways and ramps. <br />Authorized Signatory. Individual designated by an Airport tenant or an Airport contractor <br />as the tenant's or contractor's representative for purposes of executing documents on behalf <br />of the tenant or contractor and for purposes of providing verification to the Airport that <br />each of the tenant's or contractor's individual applicants for a EUG Access ID Badge has <br />a valid need for access to the Airport Operations Area, Secured Area, Cargo Security <br />Identification Display Area, and/or Sterile Area. <br />Badge Holder. Individual who has a valid EUG Access ID Badge issued by the Eugene <br />Airport for purposes of accessing the Airport Operations Area, Secured Area, Cargo <br />Security Identification Display Area, or Sterile Area of the Airport propetiy. <br />EUG Access ID Badge/ Badge. A badge approved by the City to indicate employment <br />at the Airport, or to indicate unescorted access authority in a portion of the Airport <br />Operations Area, Secured Area, Cargo Security Identification Display Area or the Sterile <br />Area. <br />Non-Official Purpose. Use of an EUG Access ID Badge when the badge holder is off- <br />duty or in connection with personal business. <br />Secured Area. The designated area around the terminal building where aircraft <br />operators enplane and deplane passengers and sort and load luggage in which certain <br />security measures specified in 49 CFR 1542 are can-ied out. <br />Security Identification Display Area. The designated area in which security measures <br />specified in 49 CFR 1540 are carried out. EUG has two (2) Security Identification Display <br />Areas: the Secured Area and the Cargo Security Identification Display Area. <br />Sterile Area. The area inside the terminal building located past the Transportation <br />Security Administration (TSA) screening checkpoint, providing access to boarding <br />aircraft. <br />Administrative Order -Page 2 of 7
