ADMINISTRATIVE ORDER NO. 43-20-01 <br />of the <br />City Manager Pro Tern <br />DELEGATION OF AUTHORITY TO REQUEST EMERGENCY <br />ASSISTANCE AND RESPOND TO REQUESTS FOR EMERGENCY <br />ASSISTANCE. <br />The City Manager Pro Tern of the City of Eugene finds that: <br />A. Under the provisions of Section 16(2) of the Eugene Charter of 2002, the City <br />Manager is given authority to make purchases, appoint and remove all employees, and act as the <br />business agent for the City Council in connection with the sale of real estate and other business <br />and commercial transactions. <br />B. Pursuant to ORS 402.200-402.255, under the Oregon Resource Coordination <br />Assistance Agreement (ORCAA) created pursuant to ORS 402.210, the state government , each <br />local government that has not opted out of participation, and tribal governments that have opted <br />in to participation ("participants") may request assistance from other participants in order to <br />prevent, mitigate, respond to, or recover from an emergency or disaster. <br />C. Pursuant to ORS 402.215, requests for assistance, and responses to requests for <br />assistance, must be made by or through the presiding officer or chief executive officer of the <br />participating local government, or their designee(s). <br />D. In the event of an emergency or disaster, it may be necessary for the City to request <br />assistance from other participants, or to respond to requests from requesting participants, to address <br />the emergency or disaster. It would be most efficient and in the public interest to delegate <br />expenditure and contract signing authority, and the authority to request assistance and respond to <br />requests for assistance. <br />NOW, THEREFORE, <br />THE CITY MANAGER PRO TEM OF THE CITY OF EUGENE ORDERS AND <br />DIRECTS THAT: <br />1. In order to prevent, mitigate, respond to, or recover from an emergency or <br />disaster, the personnel listed below are authorized to: <br />(a) Request assistance in emergency and disaster situations from Oregon <br />Resource Coordination Assistance Agreement (ORCAA) participants; <br />(b) Respond to requests for assistance from OR CAA participants in emergency <br />and disaster situations; and <br />Administrative Order -Page 1 of 2
