<br />RESOLUTION NO. 4900 <br /> <br />A RESOLUTION ADOPTING AMENDED SYSTEMS DEVELOPMENT <br />CHARGE METHODOLOGY FOR P ARKS SYSTEM; AFFIRMING <br />SYSTEMS DEVELOPMENT CHARGE METHODOLOGIES ADOPTED <br />BY RESOLUTION NOS. 4740, 4748, 4767, 4768, 4770, 4794, 4795, 4827, <br />4875, 4876 AND 4883; AND REPEALING RESOLUTION NOS. 4740, 4748, <br />4767,4768,4770,4794,4795,4827,4875,4876 AND 4883. <br /> <br />The City Council of the City of Eugene finds as follows: <br /> <br />A. On September 23, 2002, the System Development Charges (SDC) Methodologies <br />were adopted by Resolution No. 4740. <br /> <br />B. Resolution No. 4740 has subsequently been amended, most recently by <br />Resolution No. 4876, which adopted amended Local Stormwater SDC Methodology concerning <br />Credits, effective July 12, 2006. In addition, SDCs for Local Wastewater System, Stormwater <br />System, and Transportation System were adjusted for inflation by Administrative Order No. 58- <br />06-02-F, effective April 3, 2006, and an inflationary adjustment of SDC rates for Regional <br />Wastewater System was adopted by Resolutio~ No. 4883, effective August 1,2006. <br /> <br />C. After comprehensive review of the SDC Methodology for Parks System, a <br />recommendation was made to amend that Methodology based on inclusion of a charge for all <br />nonresidential development and a service area-based growth allocation method for neighborhood <br />parks. <br /> <br />D. In addition, a recommendation was made that the current SDC Methodology, <br />which consists of provisions and amendments contained in Resolution Nos. 4740, 4748, 4767, <br />4768, 4770, 4794, 4795, 4827, 4875, 4876, and 4883, should be affirmed and incorporated into <br />the SDC Methodology, and those Resolutions be repealed as redundant as of the effective date of <br />this Resolution. <br /> <br />NOW, THEREFORE, based upon the above findings, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. The amendments to the SDC Methodology for Parks System attached as <br />Exhibit A are adopted. <br /> <br />Section 2. The SDC Methodologies are attached as Exhibit B and contain the complete <br />SDC Methodologies as of the effective date of this Resolution. Exhibit B includes the <br />amendments referenced in Section 1 of this Resolution, and incorporates the unamended <br /> <br />Resolution - Page 1 of 2 <br />
