MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />January 13, 2020 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, <br />Greg Evans, Claire Syrett, Chris Pryor <br />Mayor Vinis opened the January 13, 2020, meeting of the Eugene City Council. <br />1. ACTION: Election of New Councilor Officers <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, <br />moved to elect Emily Semple as President of the City Council for 2020. <br />PASSED: 7:0. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, <br />moved to elect Jennifer Yeh as Vice President of the City Council for 2020. <br />PASSED: 7:0. <br />2. PUBLIC FORUM <br />1. Joshua Korn - updated council on new developments pertaining to 5G technology. <br />2. David Ivan Piccioni - spoke about a one -celled organism humans could learn from. <br />3. Susan Bliven - spoke on the need for accessory dwelling units, especially for seniors. <br />4. Carmel Snyder - asked council to act to make ADUs easier to develop. <br />S. Jim Neu - wanted council to limit natural gas infrastructure. <br />6. Kathryn Dunn - shared hopes for the short-term rental committee and process. <br />7. Peter Ralph - wanted a climate action plan that would help the city reach its goals. <br />8. Billy - gave an introduction for Thomas Hiura. <br />9. Thomas Hiura - noted a discrepancy between kindness campaign intention and actions. <br />10. Paula Thonney - spoke about her hopes for a fossil -free future. <br />11. Tim Kovash - offered some ideas for council's review of short-term rentals. <br />12. Albert LePage - wanted an electric vehicle strategy to include action steps and timeline. <br />13. Rouanna Garden - supported EV charging stations, especially in multi -family homes. <br />14. Sid Baum - advocated for fast charge stations for electric vehicles in downtown. <br />15. Linda Heyl - thanked council for extending the work on the climate action plan. <br />16. Jim Ball - shared concerns about reliable electrical infrastructure in the future. <br />17. Anita Van Asperdt - thought the Climate Action Plan 2.0 was more of an inventory. <br />18. Laurie Powell - spoke about how her faith inspired her views on climate change. <br />19. Sophia Reyes - spoke about OSPIRG's local priorities for the coming year. <br />20. Rowan - spoke about the potential impacts on 5G on people's health. <br />21. Jodie Smith - spoke of the benefits of short-term rentals to the community. <br />22. Brett Smith - asked for assistance going door to door for the 2020 census. <br />23.
