MINUTES <br />Eugene City Council <br />Virtual Meeting <br />Eugene, Oregon 97401 <br />May 11, 2020 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Mayor Vinis opened the May 11, 2 02 0, meeting of the Eugene City Council in a virtual format. <br />1. COMMITTEE REPORTS AND ITEMS OF INTEREST <br />Council Discussion <br />• Councilor Evans - informed council that action on the proposed resolution declaring May as <br />Asian Pacific American Month would be postponed until May 26 so that additional edits to the <br />resolution language could be incorporated. <br />• Councilor Semple - expressed concern about the pace and availability of Covid-19 testing; <br />asked about the City's exit strategy for homeless camps. <br />• Mayor Vinis - read aloud the "May 2020 is Still Bike Month" Proclamation. <br />2. CONSENT CALENDAR 1 <br />A. Approval of City Council Minutes <br />• April 22, 2020, Work Session <br />• April 27, 2020, Work Session <br />• April 27, 2020, Meeting <br />B. Approval of City Council Tentative Agenda <br />C. Ratification of FY21 Metropolitan Wastewater Management Commission (MWMC) Regional <br />Wastewater Program Budget and Capital Improvements Program <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to approve the <br />items on the Consent Calendar 1. PASSED 8:0. <br />3. PUBLIC FORUM <br />1. Joshua Korn <br />- requested a moratorium on all new SG -related infrastructure. <br />2. JoJo Jensen - <br />supported immediate implementation of sensible short-term rental regulations. <br />3. Dan Bryant - <br />encouraged extension of the Low -Income Rental Housing Property Tax Exemption. <br />4. Thomas Hiura <br />- spoke about censorship of political candidates. <br />S. Tim Kovash <br />- voiced concern about the lack of collaboration on the STR ad hoc committee. <br />6. Bruce Sisson - <br />asked council to consider the results of a public survey on STRs showing support. <br />7. Lin Woodrich <br />- outlined projects and other initiatives currently underway in the Bethel area. <br />8. Kathryn Dunn <br />- requested a pause on activity and reconfiguration of the STR committee. <br />9. Valerie Harris <br />- said the outcome of the STR committee process is disappointing; no consensus. <br />10. Chelsea Swift - <br />spoke about the effects of re -opening local commerce and shelter issues. <br />11. Kris McAlister <br />- thanked all involved in shelter -in -place coordination; requested more facilities. <br />12. Kristina Lang - <br />opposed any new regulations on short-term rentals. <br />13.
