EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Programming of Surface Transportation Program-Urban Funds <br /> <br />Meeting Date: August 10, 2005 Agenda Item Number: B <br />Department: Public Works Staff Contact: Mark Schoening <br />www. eugette-or, gov Contact Telephone Number: 682-5243 <br /> <br />ISSUE STATEMENT <br />The City Council is requested to approve the attached list of projects (Attachment A) for submittal of <br />applications for federal Surface Transportation Program-Urban (STP-U) funds for FY07-FY09 to be <br />programmed by the Metropolitan Policy Committee (MPC). <br /> <br />BACKGROUND <br />At the July 14, 2005, MPC meeting, Metropolitan Planning Organization (MPO) staff presented a <br />schedule (Attachment B) for the programming of FY07-09 STP-U funds and updating the FY05-07 <br />Metropolitan Transportation Improvement Program (MTIP). It is conservatively estimated that there <br />will be $10.5 million in STP-U funds over the three-year period. <br /> <br />The schedule includes the solicitation of project applications from August 11 - August 22, 2005, and <br />action by the MPC on the programming of STP-U funds and updating the MTIP on November 10, 2005. <br />The schedule is being driven primarily by the need to update the MTIP by December 13, 2005, and to <br />evaluate the air quality impacts of modernization projects included in the updated MTIP. <br /> <br />At the July 14, 2005, MPC meeting, MPO staff suggested that only the FY07 modernization projects <br />needed to be programmed and the associated air quality impacted evaluated at this time in order to <br />update the MTIP from a FY05 - FY07 programming period to a FY06-FY09 programming period. The <br />federal government requires at least two years of project programming in the MITP. There was <br />consensus on the MPC that MPO staff be directed to program 20 percent for modernization projects of <br />the estimated $3.5 million in STP-U funds available in FY07. In addition, the MPC directed MPO staff <br />to develop new scoring criteria for preservation projects that would allow pavement preservation <br />projects that are a high priority for the City of Eugene to score more competitively in the evaluation <br />process. <br /> <br />At the August 2, 2005, meeting of the Transportation Planning Committee (TPC), the TPC developed <br />the following recommendations to be considered by the MPC at its August 11, 2005, meeting: <br /> <br /> · Program 20 percent of the available STP-U funds for modernization projects for FY07 and <br /> review the scoring criteria prior to programming FY08 and FY09 projects. <br /> · Move project development to the modernization category from the planning and project <br /> development category. <br /> <br /> L:\CMO\2005 Council Agendas\M050810\S050810B.doc <br /> <br /> <br />
