F.On November 16, 2020, the City Council held a public hearing on the proposed <br />Plan amendment. On November 23, 2020, the City Council held a work session to consider public <br />testimony as well as the Planning Commissi <br />amendment. <br />G.The proposed Plan amendment does not increase the total maximum indebtedness <br />for the Plan, nor does it amend the list of projects for which the Agency may incur indebtedness <br />under the Plan. The Plan amendment will enable the Farmers Market project, which along with <br />other projects authorized by the Plan, will foster a vibrant downtown, provide near-term economic <br />stimulus, and prepare for the World Track and Field Championships in a way that results in long- <br />term benefit to the community. <br />H.Based on the recommendations of the Agency Board and the Planning Commission, <br />and the written and oral testimony provided to the Planning Commission and the City Council, the <br />City Council hereby finds and determines that: <br />(1)The area defined in the Plan attached as Exhibit A is blighted for the reasons <br />explained in Exhibit C to this Ordinance; <br />(2)The rehabilitation and redevelopment described in the Plan is necessary to <br />protect the public health, safety or welfare of the City; <br />(3)The Plan conforms to the Metropolitan Area General Plan, State Land Use <br />Planning Goals, the Downtown Plan, the adopted Growth Management Policies, the Vision <br />for Greater Downtown Eugene, Envision Eugene, and other adopted City plans and <br />policies, and provides an outline for accomplishing the urban renewal projects proposed in <br />the Plan; <br />(4)No one will be displaced as a result of any of the projects included in the <br />Plan; <br />(5)No real property is expected to be acquired as a result of the projects <br />included in the Plan; <br />(6)Adoption and carrying out of the Plan is economically sound and feasible <br />as described in the Report included in Exhibit B to this Ordinance; and <br />(7)The City shall assume and complete any activities prescribed it by the Plan. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> Section 1. Based upon the above findings, the Report attached as Exhibit B, and the <br />blight findings attached as Exhibit C to this Ordinance, all of which are hereby adopted, the <br />revisions to the Urban Renewal Plan for the Downtown Urban Renewal District, as reflected in <br />Ordinance -- Page 2 of 3 <br /> <br />
