Mayor Torrey determined that there was no objection to the suggestion of Ms. Nathanson and <br />declared that the minutes under consideration were amended as requested. <br /> <br />Ms. Taylor requested that sentence 2 of paragraph 3 on page 8 of the minutes of the October 5, <br />1998, Council Dinner Work Session be changed, as follows: <br /> <br /> She said she would also like opportunities to mee~wi~ question executive staff <br /> ,, ,~, v,~,,~~'-'~,,~'~, ,'~",, *'',v ~,'~"~ ,A,~,~,,v,,,, during those meetings about problems of constituents. <br /> <br />Mayor Torrey determined that there was no objection to the suggestion of Ms. Taylor and <br />declared that the minutes under consideration were amended as requested. <br /> <br />Ms. Taylor requested that Item B of the Consent Calendar be considered as a separate item. <br />Mayor Torrey said that her request would be honored. <br /> <br />Mr. Meisner requested that sentence 2 of paragraph 7 on page 1 on the minutes of the October <br />5, 1998, Council Dinner Work Session be changed, as follows: <br /> <br /> He said he did not believe such duplication was always inappropriate, but that he <br /> was interested in seeing a report of its occurrence and how cooperation between <br /> the tw~gencJes City and other public and private agencies was fostered. <br /> <br />Mayor Torrey determined that there was no objection to the suggestion of Mr. Meisner and <br />declared that the minutes under consideration were amended as requested. <br /> <br /> The motion to approve Item A of the Consent Calendar, as amended, was <br /> adopted unanimously, 8:0. <br /> <br />Mayor Torrey stated that adoption of Item B of the Consent Calendar had been moved in the <br />original motion and that consideration of it had been separated at the request of Ms. Taylor. <br /> <br />Ms. Taylor stated that she was opposed to the City providing any kind of tax waiver for any <br />purpose and that she had asked that the resolution approving a Iow-income rental housing <br />property tax exemption for property located at 38th and Hilyard be considered separately to allow <br />her to vote in opposition. <br /> <br />Mr. Lee said he believed the issue raised by Ms. Taylor concerned a comprehensive policy <br />question and asked if she had objections about the specific tax exemption proposed. Ms. Taylor <br />replied that she had concerns about the proposal, but that the state of taxes and how the City <br />gets its revenue encouraged her to oppose all tax waivers. She suggested that if the council <br />wanted to "give money" to those who would reside in the housing to be created, it should be <br />decided independently, rather than given through a tax waiver. <br /> <br />Mr. Lee replied that if the world were a perfect place, a tax structure fair to everyone could be <br />created. He said he believed the proposed tax waiver was a way to provide equity in the <br />community. <br /> <br />Mr. Meisner said he supported council discussion of property tax waivers, but that he favored the <br />policy of supporting development of Iow-income housing through the proposed waiver.
