She said she appreciated each as a colleague and friend. <br /> <br />Mr. Farr said that he echoed the words of praise for the work of councilors who would not be <br />returning to the council. He said he appreciated the mentorship of Mr. Tollenaar; the support and <br />level-headedess of Mr. Laue; and the heart and sensitive nature of Ms. Swanson Gribskov. <br /> <br />Mr. Farr said the council had provided valuable support for the BetheI-Danebo area of the City in <br />the three years of his first term on the council. He reported on meetings of a group involved in <br />the BetheI-Danebo Scoping Project. He said the project would likely concentrate efforts on <br />establishing a public safety substation, implementing community policing, developing a library <br />branch, transportation issues, commercial development, and the need to improve the "human <br />infrastructure" of the area. <br /> <br />Ms. Taylor said she wished the councilors who would not be returning well and said that she <br />hoped they would continue to make contributions to deliberations of the council. <br /> <br />Ms. Taylor reported that she had requested information regarding citizen concern about tree <br />cutting at Rest Haven Cemetery. <br /> <br />Ms. Taylor said she hoped a public hearing could be held before decisions were made on <br />wetland policy changes proposed by Lane County Commissioners <br /> <br />Ms. Taylor said the "agenda over-load" at the December 7 meeting of the council had made it <br />difficult to act in an effective manner. <br /> <br />Ms. Taylor reported that she had concentrated her involvement at the National League of Cities <br />conference on issues regarding urban sprawl and downtown renewal. <br /> <br />City Manager Jim Johnson expressed appreciation to councilors who would not be returning. He <br />said he believed the current council was among the finest group of elected officials with whom he <br />had ever worked. He distributed cards expressing appreciation to the councilors from staff of the <br />City Manager's Office. <br /> <br />Mayor Torrey said he appreciated the ability of the current council to "discuss, differ, and do it <br />civilly." He cited the leadership, mutual understanding, and skills of the councilors who would not <br />be returning and presented each with a bouquet of flowers. <br /> <br />Mr. Tollenaar expressed appreciation for the confidence invested in him by his appointment to fill <br />the unexpired council term of Mayor Torrey. He said he left with respect and affection for the <br />other members of the council. <br /> <br />Mr. Tollenaar said he had wanted to especially work on issues related to Ballot Measure 47/50, <br />growth management, and public safety coordination during his term and believed the council had <br />made some accomplishment during that time. He said he had been unprepared for the <br />experience of terminating the City Manager. He said he had been disappointed in being unable <br />to put a cap on Hyundai tax abatements and to complete the East Bay Bicycle Path.
