Administrative Order - Page 1 of 2 <br /> <br />ADMINISTRATIVE ORDER NO. 43-20-02 <br />of the <br />City Manager <br /> <br />DELEGATION OF EXPENDITURE AND CONTRACT SIGNING AUTHORITY <br />WHEN THE EMERGENCY OPERATIONS CENTER IS ACTIVATED, <br />EXTENDED TO INCLUDE ANY PERSON OR PERSONS “ACTING IN <br />CAPACITY.” <br /> <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Under the provisions of Section 16(2) of the Eugene Charter of 2002, the City Manager is <br />given authority to make purchases and act as the business agent for the City Council in connection with <br />the sale of real estate and other business and commercial transactions. <br /> <br /> B. In the event of an emergency, the City may be in immediate need of outside resources to <br />address the emergency. In such situations, it may not be possible or practical for authorized City of <br />Eugene personnel to make expenditures and sign contracts using the normal contracting process. <br /> <br />C. It would be most efficient, and in the public interest, to delegate expenditure and contract <br />signing authority to the Emergency Operation Center Manager, to any of the Department Executive <br />Directors, and the Logistics Section Chief when the City’s Emergency Operations Center is fully or <br />partially activated. On April 23, 2018, the City Manager issued Administrative Order No. 43-18-01 <br />delegating this authority. <br /> <br />D. Admin. Order No. 43-18-02 did not extend the delegated authority to persons “acting in <br />capacity.” Currently, two Department Executive Directors are “acting in capacity” and it is in the public <br />interest to include them in the delegation of expenditure and contracting signing authority. <br /> <br /> <br />NOW, THEREFORE, <br /> <br /> THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS THAT: <br /> <br /> 1. When the City of Eugene’s Emergency Operations Center is fully or partially activated, <br />the personnel listed below are authorized, in order to address the emergency, to make expenditures, and <br />execute contracts and change orders for contracts, not to exceed the amounts indicated per transaction or <br />contract, and not to exceed $5,000,000 total for each activation. <br /> <br />Personnel Maximum Authority Per <br />Transaction or Contract <br />Logistics Section Chief <br />Emergency Operations Center Manager <br />$20,000 <br />$100,000 <br />Department Executive Directors $1,500,000 <br /> <br /> 2.
