As of January 1, 2022, the following language is adopted as Solid Waste and <br />Recycling Collection Administrative Rule R-3.250: <br /> <br /> <br />SOLID WASTE, YARD DEBRIS, FOOD WASTE, ORGANICS, <br />AND RECYCLING COLLECTION <br />Administrative Rule R-3.250 <br /> <br />R-3.250-A. Definitions. <br /> <br />In addition to the definitions contained in Section 3.005 of the Eugene Code, 1971, as used <br />in this Rule, the following words and phrases mean: <br /> <br />Bulk Waste. Discarded materials, placed outside a container by a customer, which <br />may or may not be recyclable, is not acceptable in the curbside commingled recycling <br />stream, and is too large in size to be placed into a 32-gallon collection receptacle without <br />being altered. <br /> <br />Collection. All or any part of the activities involved in collecting and transporting <br />solid waste, recyclable materials, yard debris, food waste, or organics to a permitted <br />disposal or recycling facility. <br /> <br />Commingle. The practice of combining some or all recyclable material into a <br />single container for the purposes of streamlining the collection effort. <br /> <br />Compacted material. Solid waste is considered to be compacted material if it is <br />compressed through the actions of a mechanical device that derives its power through <br />electrical, motorized, or hydraulic action. <br /> <br />Consolidated Rate. The rate paid by a customer to a licensee. The consolidated <br />rate is the sum of the collection rate and the disposal fee associated with the tonnage <br />contained in each container, can, or receptacle. <br /> <br />Contaminant. Non-recyclable material that has been deposited in a designated <br />recycling container or material that is not yard debris, food waste, or organics that has been <br />deposited in a designated yard debris, food waste, or organics container; unacceptable <br />materials as defined in this rule. <br /> <br />Curbside. When used with reference to residential waste and recycling collection, <br />curbside means that area abutting a collection route that is within three feet of the curb or <br />other line of demarcation of the edge of the collection route. A curbside area may be within <br />the apron of a residential customer’s driveway; on the planting strip; on a sidewalk, so long <br />as at least a three feet width of the paved area of the sidewalk remains unobstructed by the <br />container; between the curbs of a street that does not have a designated bicycle lane <br />immediately adjacent to the curb; or at another area that is mutually agreeable to the <br />licensee and customer.
