Administrative Order -- Page 2 of 3 <br />F. In making the decision, I have considered all of the applicable criteria set forth in <br />EC 5.055. The following findings support my decision to close this portion of Owen Loop North <br />to vehicular traffic: <br /> <br />(a) Traffic engineering principles and traffic investigations. <br /> <br />i. This portion of Owen Loop North is classified as a local street with a speed limit of 25 <br />miles per hour. The street segment is approximately 36 feet wide with parking on both sides <br />of the street, allowing approximately 22 feet of roadway for two-way travel in a commercial <br />business park. Sidewalks are present on both sides of the street. This improved segment of <br />roadway is a dead end, serves no through traffic function, and provides access to undeveloped <br />campus employment property. <br />ii. There were no reported crashes on Owen Loop North between 2007 and 2019. <br /> <br />(d) The city’s adopted transportation-related plans and policies. <br /> <br /> The City’s adopted transportation-related plans and policies do not require that this segment <br />of Owen Loop North remain open to vehicular traffic. Upon development of property that will <br />take access from the segment to be closed, the segment will be reopened. <br /> <br />(f) The efficient use of the public way by the public. <br /> <br />This segment of Owen Loop North does not provide any efficiencies to vehicular traffic. This <br />street does not currently serve as a vehicular route and closure will not cause any detriment to <br />the public or the abutting property owners. The abutting property owners do not currently use <br />this segment of Owen Loop North for on-street parking purposes or property access. <br /> <br />(g) The use of abutting property. <br /> <br /> The abutting land use is campus employment and is undeveloped. <br /> <br />(h) The intensity of use of the street by vehicles and pedestrians. <br /> <br /> i. By Ordinance No. 20181, the City Council adopted the Street Classification Map that <br />designated Owen Loop North as a local street. By Resolution 4608, the City Council adopted <br />the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Access <br />Ways. <br />ii. Pedestrian facilities on the western segment of Owen Loop North include sidewalks on <br />both sides of the street. This order will not impact, and may improve, accessibility of use by <br />pedestrians. <br /> <br />(i) The physical condition and characteristics of the street and abutting property. <br /> <br /> i. This portion of Owen Loop North is a local street with a posted speed of 25 mph. The curb <br />to curb width of the street segment is approximately 36 feet wide with parking both sides of
