(Ordinance No. [2]). Ordinance No. [1] is the same as that included in the October 24, 2005, council
packet. Ordinance No. [2] is the same as that included in the September 21, 2005, council packet. The
exhibits for both ordinances are the same as those included in the September 21, 2005, council packet,
with the following exceptions:

1. In Exhibit A (for both ordinances), Goal 5 Water Resources Conservation Plan, a revised table of
“Goal 5 Riparian and Upland Wildlife Habitat Sites Within the Eugene Urban Growth Boundary”
replaces the previous version of this table. The revisions reflect corrections to the Goal 5 inventory
map for Site E37 K to respond to testimony as discussed in the October 24, 2005, council packet.
Note that Exhibit A is not included in its entirety in this packet, but instead is included by reference,
as amended by the replacement pages included in this packet.

2. In Exhibit A (for both ordinances), Goal 5 Water Resources Conservation Plan, a revised map “Goal
5 Water Resources Conservation Plan , Section III, Tile 3—South Eugene,” replaces the previous
version of this map. The revisions reflect corrections to the Goal 5 inventory map for Site E37 K to
respond to testimony as discussed in the October 24, 2005, council packet.

3. In Exhibit A (for both ordinances), Goal 5 Water Resources Conservation Plan, a revised table
“ESEE Conclusions Summary Table—Upland Wildlife Habitat Sites, 9/1/05” replaces the previous
version of this table. The revisions reflect an amendment to the recommended protection level for a
portion of Site E37 I to respond to testimony as discussed in the October 24, 2005, council packet.

4. In Exhibit A (for both ordinances), Goal 5 Water Resources Conservation Plan, a revised map “Goal
5 Water Resources Conservation Plan Section IV, Map 9” replaces the previous version of this map.
The revisions reflect corrections to the Goal 5 inventory map for Site E37 K to respond to testimony
as discussed in the October 24, 2005, council packet.

5. In Exhibit B (for both ordinances), Conflicting Uses and ESEE Analysis, the title for table 16.5.2 has
been corrected. Note that, due to its large size (more than 450 pages), Exhibit B is not included in
its entirety, but instead is included by reference, as amended by the replacement pages included in
this packet.

6. In Exhibit B (for both ordinances), Conflicting Uses and ESEE Analysis, 22 pages have been
replaced in the “Supplemental Analysis: Portions of South Hills Upland Stream Corridors at Upper
Amazon (Owl Road to Dillard) & Portions of Upper Amazon Wetlands,” to provide a revised
analysis for a portion of Site E37 I as discussed in the October 24, 2005, council packet.

7. In Ordinance No. [1], Exhibit D, List of Properties to be Rezoned by the City, Tax Lot
1803162000906 has been removed from the list. Based on updated tax lot configuration
information, staff determined that this parcel was not within the setback area of Site E37 Q as
previously thought.

8. The Ordinance No. [1], Exhibit E, Legislative Findings, included a fairly detailed description of the
adjustments possible under EC 9.8030(21). Since the council will be considering several motions
which could change the criteria for those adjustments, the findings have been revised to include a
more general description of the adjustments which will be accurate regardless of which motions
pass, if any.
L:\CMO\2005 Council Agendas\M051114\S0511147.doc
