<br />RESOLUTION NO. 4644 <br /> <br />A RESOLUTION CONCERNING THE RIVER ROAD AND <br />SANT A CLARA AREAS URBAN SERVICES STUDY. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />1. The acknowledged Eugene-Springfield Metropolitan Area General Plan (Metro <br />Plan) is based on the premise that the two existing cities are the logical providers <br />of services accommodating urban levels of development within the urban growth <br />boundary (UGB); <br /> <br />2. The City and Lane County entered into several intergovernmental agreements <br />since the Metro Plan was adopted in 1982 dealing with urban transition issues; <br /> <br />3. The Metro Plan also found that financial and taxing inequities are generated when <br />urban development is allowed to occur in unincorporated areas on the periphery of <br />Eugene because many residents of such developments are at least partially <br />dependent on streets, parks, and other non-direct fee facilities and services <br />provided by the city and financed from their revenues; <br /> <br />4. The River Road and Santa Clara areas contain the largest amount of <br />unincorporated lands and existing development with the Eugene portion of the <br />urban growth boundary; <br /> <br />5. It is within the City's interest to participate in resolving the service needs of the <br />presently unincorporated area within the urban growth boundary; <br /> <br />6. A full-range of urban services will ultimately be provided to areas within the <br />urban growth boundary. These services include sanitary sewers, water service, <br />fire service, police protection, parks and recreation programs, electrical service, <br />land use controls, storm drainage facilities, street lighting and libraries; <br /> <br />7. The Metro Plan calls for efforts to reduce the number of unnecessary special <br />service districts and to revise confusing or illogical service boundaries, including <br />those that result in a duplication of effort or overlap of service; <br /> <br />8. The City also has intergovernmental agreements with several special districts in <br />the River Road and Santa Clara areas dealing with the provision of urban services; <br /> <br />9. The City has a desire to work cooperatively with other jurisdictions within the <br />urban growth boundary to effectively transfer, increase or consolidate urban <br />services in an orderly and efficient manner; <br /> <br />Resolution Page 1 <br />
