<br />RESOLUTION NUMBER 4648 <br /> <br />A RESOLUTION TO OPPOSE THE NOVEMBER 2000 GENERAL ELECTION <br />BALLOT MEASURE 2 BY THE EUGENE CITY COUNCIL. <br /> <br />WHEREAS, Ballot Measure 2, which is on the November 7, 2000, general election ballot, <br />would amend the Oregon Constitution to create a process for petitioning the legislature to require <br />its review of administrative rules; and <br /> <br />WHEREAS, Ballot Measure 2 requires legislative review of administrative rules upon <br />petition by only 10,000 qualified voters; and <br /> <br />WHEREAS, Oregon law presently requires substantial public process, in addition to <br />legislative authorization, in the development and issuance of administrative rules; and <br /> <br />WHEREAS, Ballot Measure 2 would substantially interfere with and is inconsistent with <br />the constitutional separation and independence of the legislative, executive and judicial powers <br />and branches of government. <br /> <br />NOW THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, A Municipal <br />Corporation of the State of Oregon, that the Eugene City Council opposes Ballot Measure 2. <br /> <br />The foregoing resolution adopted this 10th day of October, 2000. <br /> <br />.s:ML J3icu-~ <br /> <br />Deputy City Recorder <br />
