ORDINANCE NO. 20173 <br />AN ORDINANCE CONCERNING LICENSING PROVISIONS <br />FOR SOLID WASTE COLLECTORS; AND AMENDING <br />SECTIONS 3.245, 3.250 AND 3.270 qF THE EUGENE CODE, <br />1971. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section L Subsection ~2}fib} of Section 3.245 of the Eugene Code, 197I, is amended to <br />provide: <br />Sold Wa,,,. <br />3.245 ,,ste and~cling_-,,,,,,License Required, <br />(2} The fallowing persons do not require a solid waste collection license: <br />fib} A person who transports solid waste which such person produces <br />directly to a disposal site authorized by the Oregon Department of Environmental <br />Quality or to a recycling or resource recovery facility. <br />Section 2. Section 3.250 of the Eugene Code,1971, is amended to provide: <br />3.250 Solid 'VL~aste and Rec clin -Administrative Powers of the Ci Mana er. <br />~ 1 } The rules adopted by the city manager under section 2.019 of this code <br />concerning solid waste and recycling licenses may address, but are not limited to: <br />~a} Minimum identification, maintenance and sanitation standards for <br />collectors' vehicles; <br />fib} Minimum standards for all information to be included in collectors' <br />records; <br />~c} Minimum standards regarding curbside collection of recyclables for <br />all solid waste collection customers; <br />~d} The establishment of minimum and maximum rates for service and <br />the procedure to be used in recommending and revising solid waste and recycling <br />service rates; <br />fie} The establishment of application requirements to be met before a <br />license maybe issued or transferred; <br />~f} The establishment of application, license and license transfer fees that <br />allow the city, at a minimum, to recover regulatory and enforcement costs associated <br />with solid waste andlor recycling collection; and, <br />fig} The establishment of procedures, policies and operating practices <br />ordinance -1 <br />
