<br />em FP~ NO. 4t..l ~'-O7../ <br /> <br />ADMINISTRATIVE ORDER <br />OF THE <br />City Manager of the City of Eugene, Oregon <br /> <br />As provided in Section 5.335 (2), the City Manager may designate parking <br />meter zones, hourly rates and time limi ta tions by administra ti ve action wi thin the <br />range of $0.25 and $2.00 for one hour. This proposal is in conformance with the <br />fee and charge setting process delegated to the City Manager by Council in <br />Ordinance 19494 on August 3, 1987. <br /> <br />The City proposes to increase par king meter rates as a way of increasing <br />revenues for the General Fund. The proposed increase supports the Council's <br />direction to increase user fees instead of property taxes and is anticipated to <br />raise an additional $135,000 per year. <br /> <br />Parking meter rates were last increased in 1980. At their February 9, 1988 meeting, <br />the Down town Commission voted to unanimously support the recommend a tion to <br />increase parking meter rates. <br /> <br />Based upon the above information, the City Manager finds: <br /> <br />1. The establishment of the proposed parking meter rates is in the public <br />interest and in conformity with adopted City policies and ordinances; <br /> <br />2. The proposed rates meet the guidelines established in Section 5.335 of <br />the Eugene Code, 1971, and should be implemented; and <br /> <br />3. It is essential for the FY89 City Budget that the rates be implemented <br />wi thou t del a y. <br /> <br />Now, therefore, based upon the above findings, and pursuant to the authority <br />contained in Section 5.335 of the Eugene Code, 1971, it is hereby ordered that <br />the parking meter rates proposed above are established as the charges for the <br />privilege of parking in a metered parking space. The new rates will apply as the <br />meter mechanisms are modified and are effective on June 15, 1988. <br /> <br />Dated this ~th day of June, 1988. <br /> <br />'ff <br /> <br />
